1IEDF0RD MAIL TEIBUXE. MEDFORD. OREGON, THURSDAY, JTTivE 27, 1933. PAGE FIVE ROOSEVELT ASKS TO (Continued from Pae One.) treasury be authorized to exchange non-gold securities for gold clause securities or to make payment for gold clause securities In "cash, dollar for dollar with accrued Interest." Chairman Fletcher ' of the senate banking committee said he would call his group to frame a bill to carry out the president's suggestions "as soon as possible." He added, however, he did not want to Interfere with the sub-committee of eight now working on the admin istration bonk bill and It probably would be next week before the gold clause proposals could be considered. "I think this la the proper course," he commented on the special mes sage, "and there Is no ground for op posing it that I can see." Senator Connally (D., Tex.), who led the fight for Evaluation of the dollar, also agreed the president had taken the proper step. 4 . (Continued from Page One) This confused the democratic lead ers so much that a White House con ference was arranged to decide what should be done. Some leaders (Harri son and Doughton ) again counsled strongly against Immediate action. All confessed that it would prove Im possible to attach the plan to the nuisance tax resolution before Satur day, when the resolution must be passed. Again they were over-ruled and were told to try It anyway. These developments are almost a direct repetition of what has happen ed backstage on several major Items of new deal legislation. The old party counselors on the bill have strenu ously objected, have usually been over-ruled. When pressed, they have stood loyally for whatever the presi dent demanded of them. It has hap pened so often that It has become established strategy. This explains why so many sour prophecies creep Into news accounts from Washlnton occasionally. You cannot find out what Is to be done until the presi dent gets ready to speak. What the . congressional leaders say and think does not mean much any more. Five days before President Roose velt sent his wealth-tax message to congress, the TJ. 8. chamber of com ' merce decided to look Into that sub ject. It chose Frederick Clausen, a, western farm machinery manufac turer, as chairman of a committee, but no other members have yet been named. Officials of this representative or ganization of big business say they were flabbergasted, caught flat-footed by the presidents sudden stroke. Their investigation will probably not get started until the taxes are adopted. Livestock. PORTLAND, Ore.. June 27. OFFERS HELP TO (Continued from I-age One) article was not born until after the NRA waa declared unconstitutional. Owing to the nature of It. the writer feels the article should be offered for what It la worth." The Casad system, bolted down very briefly, la "a policy of cooperation. Instead of competition, until such time as the people have evoluted to where the people believe when they do something for the other fellow, they do It for themselves." Mr, Casad explained he would take his system personally to the Presi dent .except that he Is now serving on a Jury. When hta Jury service is over he will launch "the hottest campaign this country has ever seen, carried into every one of the 48 states and the territory of Hawaii if I find they vote over there. I'm not sure atxmt that yet." TRIO KIDNAPING VISIT (Continued trom Page One.) months in which to straighten up business affalra and dispose of prop erty in this state, after which they must return to the Jurisdiction of the Oklahoma federal court, and there remain for the ten-year probationary period.
