ing and modernizing their homes,
barns, and other equipment.
Examination of a group of M typ
ical credit advances made to agri
culturists In central California under
the modernisation credit plan re
vealed the average to run slightly In
excess of 4O0, and that approxi
mately 77 per cent of the money is
anient for materials.
Higher prices for farm products
are behind the construction of new
buildings, especially poultry houses
with livestock barns being enlarged
to house more dairy cattle. Irriga
tion for fruit, citrus, and nut orch
ards la being done In many places;
while In other sections land suitable
for more profitable crops, such as
sugar beets, Is being brought Into
production with the aid of Irrigation.

to meet the sanitary laws of the city
of Denver, and the higher price ob
tained for the milk from his seven

10 to $14.
In Oregon, a ranchman, finding
Ags from his small flock bringing a
bigger check, Increased his business
because he was able to obtain
enough money to build a new poul
try house.
The Insistence of city health au
thorities that dairy farms, especially
milk houses, meet the sanitation reg
ulations had threatened the market
of a number of farmers. This situa
tion waa remedied in practically ev
er) Instance by the erection of new
milk houses, financed through local
banks offering modernization credit
service.

The above (wo photographs Illustrate how wallpaper waa utilized
to effectively modernize a home, formerly owned by George Wash
ington. Located in Alexandria, Va., the house was erected by Wash
ington aa rental property. The present owner recently modernized
the structure to attract new tenants. An appropriate, washable,
sun-tested wallpaper was selected for the living room. A colonial
pattern of silver and blue stars on a peach 6cld was chosen to
harmonize with oyster-gray paint on paneling and trim. Additional
light and charm were thus added to the room. Several other rooms
In the house also lost their outmoded appearance by the addition of
new wallpaper. The top photograph shows the living room prior to
improvement. The lower picture was taken after the new wallpaper
was placed.
Sales reports of leading wallpaper
manufacturers and dealers Indicate
a marked Increase during the past
year In the popularity of wall paper
as a decorative medium, aa the gen
eral public continues to evidence sat
isfaction with the many new styles
and designs offered In the washable
papers now on the market.
Wallpaper manufacturers have
made a careful study of the consum
er's needs and have taken advantage
of the Introduction of the "wruhflbll
lty" feature to Improve the artistic
standards of the product.
Today the average home owner may
obtain distinctive wall papers, de
signed by leading American artists,
for a price once paid for the outmod
ed, so-called "neutral" patterns. Wo
men, according to wallpaper manu
facturers, now express a preference
for designs and styles that denote In
dividual personality. One of Chicago's
leading wallpaper wholesalers snld

A prominent New York wallpaper
concern reports nales at least 10 per
cent ahead of 1034, with a "marked
waning lntere.it in the cheaper, less
artistic merchandise." This same
trend Is reported from a Detroit firm
and another In Richmond, Va., Indi
cating a similar attitude In widely
diversified sections of the country.
Although color selections vary with
the clttes surveyed, a general trend
toward stronger, more direct patterns
and colors la found. This does not
mean that wall paper Is dominating
the decoration picture. It merely in
dicates that this style of background
la stepping Into the front rank and
carrying Its fair share of the respon
sibility for beauty and harmony, so
desired In every rome.

Office May Now Be Made
New Method Efficient
WASHINGTON, D. C Revised ap
plication procedure under terms of
j the Insured -mora gage plan of the
j Federal Housing Administration has
! resulted In an unprecedented ln
i crease In the number of preliminary
commitments granted by the District
of Columbia office of the Federal
Housing Administration. If properly
employed by Better Housing head
quarters throughout the country, this
method will result In creating a tre
mendous Increase In the national vol
ume of new building, according to J.
K. Gilchrist, director for the District
of Columbia.
New applications at District head
quarters totaled 1583,000 In 11 daj:
after the new plan was put Into ef
fect. By the hew procedure, applicants
may now apply directly to any office
of the Federal Housing Administra
tion for preliminary Interview, ap
praisal, and tentative approval ol
their requests for mortgage loans be
fore approaching a bank or othei
financial Institution authorized to
make an lnsured-mortgage loan.
Heretofore applications flret were
made at approved financial institu
tions before consultation with th'
Federal Housing Administration.
Proof of Method
The effectiveness of the new pro
cedure was pointed out by Mr. Gil
christ In glancing over his records.
From January l to March 25, 1035.
under the old procedure, 69 applica
tions for Insured mortgages, totaling
approximately S376.000. had been ap
proved by the District of Columbia
offices of the Federal Housing Ad
ministration. On March 25 the new
procedure was Instituted, and In 11
working dnys the total of $582,000 In
new applications for Insured mort
gages poured Into the offices of the
dtreetor for the District of Columbia
Of this fogure 1187.600 represented
new building.
"There Is no doubt," Mr. Gilchrist
explained, "that the practice of mak
ing first application to a Federal
Housing Adntmlstratlon office reveals
thousands of dollars of potential new
building that heretofore has not been
discovered because of the difficulties
and complications presented by the
old method.
Much Detail
"Primarily, there Is a certain
amount of detail connected with the
Investigation of an application that,
can best be handled by trained work
ers such aa are found In a Federal
Housing headquarters. Each applica
tion requires approximately 46 min
utes of an expert Investigator's time
before It may be determined whether
or not the application should be eli
gible or not. Individual banks as a
rule have not the same facilities to
perform this service for the applicant.

eral Savings and Loan Associations In
the city of Med ford: namely. The
First Federal and the Medford Fed
eral Savings and Loan Assaclations.
These mutufl Institutions are strict
ly local In their operation and per
sonnel. In addition to funds Invested lo
cally in these Federal Savings and
Loan associations, the federal gov
ernment la Investing In the manner
of share subscriptions and all funds
are used for first mortgage Invest
ments, primarily on homes.
Both associations have funds avail
able for home financing, and It Is
reported by the management of these
Institutions that approximately 125.
000 has been loaned during the past
six months for the long-term financ
ing of new construction, repairs, and ,
purchase of homes.
Moisture May Have Seeped
in Joints, Shingles, Siding,
Under Flashings, Caus
ing Decay, Deterioration
Every home should have a thorough
Inspection during the Spring to as
certain damage which may have oc
curred during Winter months, ac
cording to the Federal Housing Ad
ministration. Moisture which may have seeped In
mortar Joints, under flashings, eaves,
copings, shingles, siding, and else
where may be starting rust, decay, or
other deterioration. Such accumulated
moisture may have frozen and ex
panded causing loosened bricks,
boards, or other structural parts. If
the fissures or cracks are not repair
ed promptly, further decay Is likely
to occur, which will necessitate ex
pensive repairs at a later date. They
also permit heat losses from the home
and the Infiltration of cold.
The chimney requires Inspection to
make sure that the masonry Is solid
and all parts firmly attached as a
safeguard against fire. Loosened or
damaged shingles, flashings, gutters,
and downspouts may permit water to
leak on the ceilings and walls, soil
ing them and necessitating refinish
lng or replacing. Damaged mortar
Joints should be pointed on exterior
walls and loosened sliding replaced
or nailed tight.
Ashes, cinders, and dust which have
accumulated around windows
should be removed to prevent pos
sible deterioration of the windows.
When all exterior portions of the
buildings have been Inspected, clean
ed, and repaired, a fresh coat of paint
will assist In protecting It against
Spring rains and hot weather.
Funds for doing Spring repair
work are available at a small charge
by commercial banks and other fin
ancial agencies under the Moderni
zation Credit Plan of the Federal
Housing Administration.

Planned to Stimulate Use

OKLAHOMA CITY, Okla. Organi
zation of Home Improvement Clubs,
composed of members of women's
clubs, labor and farm clubs, and civic
organizations will get under way
within a few days In Oklahoma as a
part of the nation-wide movement to
acquaint the women of America with
the details of the Better Housing
Program, the Federal Housing Ad
ministration Is advised.
The plan, as It Is being evolved
In Oklahoma. Is being organized by
the staff of the Federal Housing Ad
ministration for the western district
of the state, and a woman field rep
resentative has been assigned to or
ganize the Home Improvement Clubs,
Contact will be made with all wo
men's organizations and organized
clubs In as many cities as possible.
As soon as 10 or 12 units are organ
ized, a state meeting will be called,
with representatives of all clubs par
ticipating In the movement In at
tendance. At this state meeting a
constitution and bylaws will be
adopted and an application for a
charter filed with the Secretary of
State. When this charter Is granted.
Individual charters will then be Is
sued to each local club organized.
State headquarters will be establish
ed and additional clubs will be or
ganized wherever possible.
The purpose of the clubs, It Is ex
plained, will be to "stimulate Inter
est In better homes, to educate citi
zens as to the best methods ot Im
proving their homes, and to encour
age every citizen to make all neces
sary Improvements to his home, aa
