NAVY BILL' SETS IE BABY BORN "DEAD," SHE'S FINE NOW House Appropriations Com mittee Cuts 15 Million Off Estimates to Quiet Fears of Other Nations WASHINGTON, April ' 34- (A) A admonition that the coat of building an American navy up to treaty strength "must be disturbing to us and equally disquieting to other powers" was sounded Tuesday by the house appropriation ' committee In laying before that chamber one of ine largest peacetime naval appropri ation bills In hlatory- . The committee chose thla language to eiplaln.Jts action In reducing by almost tl5.0OO,0OO budget estimates of requirements for the beginning of new ship construction. It called attention to demands for even more rigid limitation of naval 'armaments than. Is provlde4 by the Washington treaty which expires in 1036 by asserting; Should pck Limitation "It would seem that continued lim itation and some contraction of ton nagea now permitted must be the wish of all educated, unselfish peo ple the world over.' The total of 459,523.761 provided by the measure for the naval estab lishment In the 1830 fiscal year was $172 80,629 larger than the 2B6, 632.132 appropriations for 1S3S, al though 127,657 ,58fl, under budget flg .ire. " The administration asked for $29. 380,000 to start laying down 24 new ships for replacing present vessels and looking to a treaty navy of un der age ahlpa by 1942. The commit tee halved this amount but report ed to the house that ''if, for reasons deemed to outweigh t those here ad vanced, the administration should elect not to defer the construction of such ships, there is nothing in tne bill to hinder that course." Mleht Need More Funds It pointed out, however, that a sup plemental appropriation probably would be necessary early in the next .session In this event. ''Another (naval) conference will be -held during the present calendar year. Fight Over Construction. . The administration program had called ft starting In 1936 one air craft carrier, two light cruiser, thre" destroyers over 1,600 tons",' 12 destroy ers under 1,300 tons and six sub marines. A bitter committee fight was" understood to have centered around the new construction plan. The committee explained it also trimmed budget estimates for naval aviation from M,obo.OOO to 43.500, 000, but said the Actual reduction amounted only to $3,704,400 because of a transfer of the naval reserve ap propriation Incident to the aviation cadet program and the substitution with the npprovsl of the bureau of aeronautics of a contract authoriza tion for new planes. Although It did-not' specify the number of new aeroplanes to be built in 1036, the committee said it was expected to have 160 more In oper ation during 1030 than the present 1.193. An 11.000 Increase In navy enlist ed strength as contained Ip budget i st 1 mates was provided ln the bill. This would bring the complement on larger ships from 80 to 83 per cent, provide crews for more ships and increase the aviation personnel.
