(UP) Plata advano ed by a Cleveland realtor to release 7 6, 000 .000 ,000 for construction of pri vate homes within the next year are being studied In Washington by of ficials of the federal housing admin istration. The plan was conceived and sub mitted to James A. Moffett, FHA ad ministrator, by H. D. Kobllta. If adopted. Koblitz believes his plan would put 3,000,000 men to wotk In the building trades Industry throughout the country. Lot Ownership Needed The plan calls for ownership of lot, free of all encumbrance, by the prospective home builder. Based on plans for a $5000 home, the Koblitz plan would work out this way: Labor on such a home would coat approximately 2500. Of this amount, the government would subsidize th home owner for $1260, or half the labor cost, as an outright grant in , the form of home owners' self-liqui dating 3 per cent bonds. Net Cost This would leave the net cost ot the home to the owner $3750. When the home was completed the , county would assess the homestead .at the regular tax rate and in the regular manner. The amount of taxes i allocated to the house only, would be nut in a special fund by the county treasurer and used to pay off the government bond which paid half the labor cost. Koblitz pointed out that while the county would be permanently "out" the taxes used to pay oil tne gov ernment loan, it would be adding to the taxable property on which it would get Income in future years, CALIFORNIA GETS I00RI LOS ANGELES (UP) Reflecting a marked improvement In business, California's tourist business has shown a 40.7 per cent Increase over last year, according to figures released by the Department of Agriculture from its border checking stations. (UP) Crowding of the wave bands by ths present sound broadcasts, and not technical difficulties, was blamed by Prof. 8. S. Mackeown of the California In stitute of Technology today for the fact that this country Is lagging be hind England in television. Professor Mackeown, electrical au thority, said radio listeners could have television today, provided they sacrificed their sound programs at the rate of 100 for each television broadcast. Television requires a wave band 100 times wider than sound broad casting, he explained, and for this reason has been shoved up into the high frequency channels. In high fre quencies television carries only 26 or 30 miles, a range unprofitable for commercial stations. "If television were permitted on the wave bands now reserved for sound broadcasting, a 'picture broad cast' would carry around the world easily," Professor Mackeown R.wflrtM. "Apparatus we now have la ade quate for good broadcasts at lower frequencies, though subject to 'fad ing' and other defectafrom which sound radio also suffers. "However, it Is doubtful that lis teners will sacrifice 100 sound pro grams for a single one In pictures. "The only alternative is a large number of stations placed 30 miles apart about one hundred to bridge the country. Until capital Is avail able for this large project, we'll have to wait." PALL RIVER.
