In the most direct and euiphatlo utterance in Moscow -Blnce the Btart of the present tense European situa tion, the authoritative publication charged England with, aiding the plana of Relchsfuehrer Hitler by de serting France. Italy and otner coun tries which wanted to co-ordinate their forces against the "German project to divide up Europe." "If the German government em phatically refused to give any kinds- of guarantees of safety," Pravda con tinued, "and armed Itself heavily In order to impose a new war on Europe, It dared to take this step only owing to the position of British Imperialism. Frontiers In Uunger. "Nazi Germany has decided to put the frontiers of all countries of Eu rope under question In view of the fact English Imperialism with all Its lorces is preventing co-ordinated ac tion by those against whom the armaments of Nazi Germany repre sent a direct danger." "But," warned the paper, "the peoples of Europe and above all the people of the great soviet union will never pay tribute to the Ger man nazls. Those who axe playing with the fire must be warned that If compelled to fight, the enraged masses will fall on their heads with terrible strength." Advancing the charge that Eng land deserted the other powers in the current situation, Pravda said "Immediately after Germany's an nouncement of the creation of a conscript aimy, Prance, as Is known, together with the Italian govern ment offered to file jointly with England an energetic protest. Britain Sent Own Note. "In London th is offer wa re jected and the British government hastened to send Its own note." In summation. Pravda declared, "the German government has in sisted on Its will. England has ca pitulated. Tills Is no less important for Germany than was the introduc tion of compulsory military service itself. "The average Englishman reading the British note to Berlin must feel that the ministers of his majesty, the English king, have lost their heads in the fear of Nazi Germany. The British ministers are going to Berlin after Germany has torn up the London agreement. They go when the baslo agreement no longer exists. J "The German nazis obviously want to dlctote their will to the peoples of Europe. The tactics of British Im perialism correspond with this aim. Hitler would like to change France Into a secondary power and a vassal of the German empire. Germany on Dangerous Koad. "The German government Is ex ertlng every effort to prevent the agreement of countries In Europe, which wish to maintain peace. The policy of British imperialism also Is d treated to prevent such an agree ment and facilitate In this manner Germany's plans for revenge. "This la a dangerous road. German bombardment planes are maneuver ing today over Berlin, but tomor rw they will appear over London." Characteristic of the whole article in Pravda Is the blunt phrase: "Fro.n beginning to end the tactics ot England have helped nazl Germany toward the gradual fulmillment of her program In preparation for a new war In Europe." Karl Radek, In an article In Issvov tla, declared Hitler was correct when he said In his manifesto on the new conscript army that the U. S. 8. R. had 101 divisions of troops, totaling slightly over a million men. The last official figures made pub Hi placed the army's strength at 900,000.
