W. 8 tarrl ng of Portland, secretary of the Oregon state Baptist convention; Dr. W. H. Eaton, pastor of the Medford Baptist church, and Mrs. Edwin H. Kinney of Chicago representing the Women's American Baptist Home Missionary society. Mrs. Kinney's work Is In the homes of foreign born persons. Delegates at the meetlns came from points from Brookings to Lake vlew, Including Williams. Murphy, The delegates were entertained by the local church 'at lunch and din ner. The morning session started at 10 a.m., the afternoon at 1:30 'p.m., and the evening session at 7:30 p.m. At the evening session the Medford Baptist choir sang two numbers. The 15 definite proposals, oovering wven closely typewritten pages, wen; presented by the executive, who de clared he had no opportunity to ex amine them in detail, but urged care- , ful consideration. They were pre- ' sented to both houses without spe- clflc recommendations. The bills, j prepared by Harold I. Ickes, federal j emergency administrator of public works, will be sent to the attorney general for approval as to form and constitutionality. Itefers to Power Proposal. In his message, however, the gov ernor referred to the last four pro posals "providing for the creation of power districts and rural electrifica tion authorities, for the purpose of promoting the fullest possible use of electric energy In the state by making It available at the lowest cost, con sistent with sound economy and pru dent management." "The creation of these authorities - and power districts will enable them to borrow money from the federal government against their anticipated revenues without placing the taxing power back on to the d latrtcts and authorities so created. "These measures should receive careful consideration as affording an opportunity to fit the program of the state In with the apparent program of the federal government with ref arance to the utilisation of power to be developed at Bonneville and other places." 13 Acts Listed. Briefly listed, the 15 act would enact the following measures: 1. Authorizing cities and towns to construct and operate projects and undertakings. 3. Simplifying procedure for con structlona and financing public, works projects by municipalities, enabling municipalities to make and perform contracts with federal agencies. , 3. Amending Oregon laws to per mit further issuance of bonds by school districts. 4. Providing for the private sale to the United States or agency of bonds by any schol district for the purpose of financing new school buildings or repairs or Improvements 5. Validating, ratifying, approving and confirming bonds and other in struments or obligations heretofore Issued by publlo bodies of this state for publlo works- projects. 6. Declaring valid proceedings here tofore taken for the authorisation and Issuance of bonds by any city for the purpose of financing In whole or In part construction and Improvement of waterworks systems. 7. Declaring valid proocedtngA taken heretofore for Issuance of bonds and authorisation for financing construc tion of school buildings or other im provements. 8. Validating bonds Issued by any city for purpose of financing con st met Ion or improvements of water works or reservoir projects. 9. Declaring the necessity of cre ating public bodies known as housing authorities to 'provide dwellings. 10. Author! cities, towns and state and subdivisions to cooperate with housing authorities and the United Statoe in providing for roada and other facilities In the housing program: to require any city or town having population of more than 7,000 Inhabitants, located within hounlng authority, to make appropriation for the first year's administrative ex penses; and to permit cities to mike grants and lend money to such holla ing authorities. 11.
