It Is a drastic measure pro posed to relieve the tax burden upon real property, but If pa&sod the ef fect would be very Injurious to prop erty. It would cripple the administra tion or public relief, schools and col leges, police, court and all public services. Such chaotic conditions would result that non-property own ers would move out of the state, thus depreciating property values. It Is Impossible to render the public service required with 15 to 30 mills. If this passes it will become a part of the constitution of Oregon and could not be changed by the legisla ture, no matter how serious condi tion become. Our polloe and court functions would be so much Impaired that Oregon would become the mecca of thugs and crooks from other states. Taxes In excess of the limitations could only be voted by a two-thirds vote. This la the same old minority rule scheme voted down at the last election. This plan should never be adopted If we believe In popular gov ernment with majority rule. It passage would no doubt result In another attempt for a general ! saiea tax. in California the average property owner now pays more sales tax than he saves In property tax reductions.
