At this meting four Oranges m the oounty reported that the yearly re quirements of their members would total some 40,000 gallons. - A meeting has been called at Cen tral Point, Wednesday ntght, August 15, at which the other eight Oranges will report and the organization will be completed. The plan under which this organis ation Is expected to operate will en title them to the same privileges and contract now being used by the Wash ington State Orange, and which has been extended to the grangers of Ore gon and Idaho. It is claimed that owing to the large amount of gas to be used by Orange members In these three state and the low operating costs, a reduc tion of from five to seven cents a gallon can be realized on gasoline. Heatherlngton, 84, of Bellalrs, O., was re-elected president of the Three Quarter Century club when 87 old tlmers gathered for the seventh con secutive year to swap yarns and live again In the past. (UP) The Soviet gov ernment has declared war on a group of shrewd young men, who have been reaping a rich harvest of roubles and privileges by the practice of "blat," the Russian equivalent for graft. "Blat" takes many forms, some trivial, some serious. It may merely be the payment of a few extra roubles to a porter for orjtalnlng railroad tickets, always scarce here. Or, In its major forms. It may Involve Ille gal profit on transactions for thou sands of roubles worth of commodi ties. Widespread Practice But the practice of "blat" has be come so widespread that the govern ment has started a determined effort to stamp It out. Both 'the givers and receivers of bribes are being se verely punished. A man whom the Russian press dubbed the "King of Blat," Paul Sol ovlev by name, was arrested recently at his own request. His confessions threw Interesting light on the meth ods of graft under a Socialist gov ernment. The shrewd practitioner of "blat" contrived to know through various subterranean channels Just what supplies various factories through out the U. S. S. R. had on hand and what they needed. An Example For Instance, perhaps a factory su perintendent In Moscow had an over supply of nails but urgently needed plate glass To avoid the delay and "red tape" necessary to obtain his glass through regular channels, or perhaps because his quota of glass had been exhausted, he would con tact the "King of Blat" and ask if he knew a factory with an oversupply of glass which needed nails. The young man usually did know. He would contact the second factory and a trade between the two would be arranged. Apparently he never took any money for hta services, but was rewarded by various factory or organization privilege cards which, In the Soviet Union, are often worth more than money, When searched he was found to have, among other things: Passes on all Soviet railroads and water lines and on Moscow and Leningrad buses: two pension cards entitling him to 170 roubles per month; two trade union tickets; membership cards for the Moscow Soviet and the Krasnla Presnla Regional Soviet; a purchas ing ticket for the OGPU store In Moscow; and passes to all Moscow and Leningrad theaters.
