(AP) The flrat $1,000,000 of the 6.602,000 fed eral loan and grant for construction of five bridges on the Oregon coast highway, soon will be on deposit In a Portland bank. The protracted negotiations for the federal money were concluded today when the state highway commission signed tha formal contract and de posited temporary funds to secure the advance of the first million dol-: la re. With the bridge deal finally dis posed of, the commission took up allotment of the government appro priation for Oregon highways, an amount totaling 93,433,109. This money was to be distributed by districts on the basis of popula tion, area and ralnage of federal pri mary highways. Fifty per cent of the appropria tion Is to be applied to federal pri mary highways, aft per cent to sec-1 ondary roads, and 36 per cent to highways within municipal I ties. The allocation for primary high ways follows: District No. 1, Includ ing northwestern counties north or Junction City, 7S2.0A7; district No. 3, all western counties south of Junc tion City. a293.7Bl; district. No. S, central Oregon, 310,000; eastern Ore gon, 330,498. For secondary htghwaye the allot ment WM! District 1. 369.911: No. 3. 1.14.000; No. 3, 148,611; No. 4. 160.666. (AP) The question of "Who killed Louise Jeppersen?" remained unanswered to day with Millard Hickman, 45-year-old marine engineer, freed of the charge that he ravished and stran gled the pretty Ogden, Utah, girl In Golden Gate park last May. A superior court Jury required only one hour and 49 minutes delibera tion and but a single ballot last night to find Hickman Innocent of the brutal slaying. The state had demanded the death penalty. Hickman's composure, which ho had maintained throughout the long trial, was mashed by the suddenness of the verdict. Otvlously dazed, he rose unsteadily to his fet, received the congratulation of his brother, who vaulted the railing to embrace him, and then staggered from the court room. The code, which went Into effect this week, was formulated by a committee of bakery men throughout the state, and was approved by Max Gehlhar, director of agriculture lor Oregon, he said. The state code does not contain labor requirements, as these are con- 'tafned In the federal code, he pointed out.
