Van Zandt of the Veterans of Foreign Wars of the United States. President Roosevelt pays a distinct tribute to the child welfare program of the V. F. W. and Its efforts in behalf of disabled and needy veter ans. His letter of approval follows: "Every orphan deserves a chance for happiness equal to that enjoyed by the average American child. This opportunity Is given to the orphans of veterans of the V. F. W. national home at Eaton Rapids, Mich-, main tained by the Veterans of Foreign Wars of the United States. "Proceeds from the annual sale of Buddy Poppies make possible the maintenance of this orphanage. Bud dy Popples also offer a source of employment and relief for needy and disabled veterans In their home communities. For these two very good reasons, we all should wear Buddy Popples on Memorial Day." 4-L TALKS TO OF W. O. Ruegnlts of Portland, presi dent of the 4-L organization of lum ber Industry employers and employees, addressed the workers of. the Owen Oregon Lumber company, at the K. of P. hall last-night. The lumber code of the NRA, which he assisted in framing, was explained by Mr. Ruegnltz. "I urge upon you patience," he said. "I will not appeal to your emotions and give you a lot of hooey about the bright prospects. The nation Is now headed in the right direction, but it will take time. There will be no miracle whereby prosperity will re turn. It will require patience of the men and the managers. "'Rebuild America' Is the essence of a new plan now getting under way to provide work and wages for mil lions." Ruegnltz said. "The depres sion has dammed up a vast demand for better housing. Thousands of loggers and lumber workers are anx ious for building to get Into full swing so they may share the re covery with their friends in the con cumers goods industries." Ruegnltz said building alone would not provide woi: for all the unem ployed. "Thero Is no single and sim ple remedy. - All the various projects, including rcner garaeus, uiwj h complicated recovery program." Ruegnltz also said that the con sumers goods employment Is nearly back to normal, but capital and ser vice goods Industries continue depressed. a mm w WU Concentrated Easily Digested Nourishment C If You Have to Stretch Every i r. . c vM i? i rii viic ui i uur i uuu Lsuiiaia (and what woman doesn't these days?) During the meeting the employees dlscuased the arranging of their work week, so they could have Saturday off, and the management agreed to the plan If It could be worked out satisfactorily. A social session was also held, with refreshments. "SplKe" Donnelly, movie actor tlslt lng here, gave a jumber of recita tions and parodies. (Cunciuuea irora page One) Wheeler he would not wait that long. He would hop out now Into the world market and bid up silver prices and buy all the ellver in sight. But Mr. Roosevelt la not Senator Wheeler. In -fact, Mr. Roosevelt recently was bitten by tha gold bug. - He went out into the world market to buy gold on the thory that Increasing tha world gold price would lnoreasa commodity price. That Idea did not work out. He bought gold all right, but com modity prices refused, to budge com mensurately. In view of that experience, there Is no reason to believe Mr. Roosevelt will be In a hurry to try that same thing with silver. No one anywhere near the White House expect that he will do It. only expansion of well-backed cur rency by one and one-half billions. That currency wilt be added to tbe excess reserves In federal reserve banks. The only practical domestic effect expected from the silver plan as first reported would be to Increase the ex ce&a reserves in federal reserve banks, which already la too high. At least the federal reserve board Issued a re lease a few days ago snylng that the excess reserves would, prove danger ous if recovery comes, because banks would be encouraged to use that money for speculative purposes. If Mr. Roosevelt buys one and one half billions of silver he will Issue money for It, using the stiver as a base. That la. not Inflation In the ordinary sense of that word.
