and who was Identified with Intelli
gence activities In that section of the
world, opened his talk with a de
scription of China and explained the
transportation and communication
restrictions which has accounted for
the provincialism of that great coun
try. In the opinion of the speaker,
the Improvement of transportation
facilities will eventually result In
greater unity In China.
The history of the Chinese race
and the tax burden that has always
been Imposed upon the peasant was
next described by Lieutenant Soule.
The unique tax situation la a problem
for all nations engaged In business. In
China and has undoubtedly retarted
Imports into the Interior provinces,
according to the speaker.
The Chinese national government
is more concerned with its own In
ternal problems than the situation In
Manchuria of the past two years.
Soule ea!d. Students of that country
predict that Manchukuo will eventu
ally return to Chinese supervision,
due to the preponderance of Chinese
population In the country now under
Japanese mandate, although several
hundred years will elapse before this
Is effected and China is sufficiently
unified, In Lieutenant Soule's opinion.
The speaker concluded his interest
ing talk with a discussion of the Chi
nese language, of which he Is a stu
dent. A comparison of Chinese and
Japanese class distinction waa also
