(AP) The pottofflc department and the arm; plan to atart a 30-hour New York-to-San Francisco airmail sched ule as soon as sufficient new twin motored Martin bombers, now being delivered, are on hand. New York and Chicago would be only four hours apart for airmail users by the tentative schedule work ed out by the postofflce department Department officials pointed out that mall leaving New York at 4:30 p. m would be delivered In Ban Francisco the flrat delivery the fol lowing afternoon. (AP) Secretary Dern dropped the army's air policy Into the lap of an U-man board of Inquiry today. The war department chief opened the Investigation Into all phases of army flying Just a day after Presl. dent Roosevelt called for a comrois " slon named by congress to outline a national air policy. "Keep politics out of this," was the tenor of Secretary Dern's admonition to the committee of six civilian and five military air authorities. He di rected them to find out what should be done to make the army air corps "seoond to none In modern equip ment and training." : POlltlCS OUt . "Your mission Is technical, not po litical,", he said. The group Is headed by Newton D. Baker, wartime secretary of war. Colonel Charles A. Lindbergh was originally named, but declined to serve. The Inquiry was decided upon after a dozen fatalities accompanied the army's taking over of the airmail. As the army air corps Investigators eat down at the war department for their first meeting. President Roose velt's demand for a national aviation policy was getting prompt attention on Capitol Hill. Needs Outlined The president. In conferring at the White House yesterday with three congressional leaders, told them he wanted: First: A commission named by con gress to outline a national aviation policy, and Second: Speedy enactment of pend. lng airmail legislation In order to free airmail awards quickly from any contact with politics. The men to whom he spoke were Senator McKellar (D., Tenn.) chair man of the senate postofflce commit tee, Representative Meal (D N. Emmens, whoso death i removed from southern Oregon one of its most skillful .surgeon and phi lanthropic citizens, all business firms of the city were closed from 2 until fi;30 o'clock, the time of services held at the Perl funeral parlors. The last tribute to the lata phy. slclan was voiced by the Rev. Father Francis W. Black In a brief and boautlful sermon, In the parlors banked with floral offerings, which further expressed the people's appre ciation of one who made life more enjoyable for the thousands he treat ed during his 23 years of service there. The following resolution expressing the loss realized by the University club In the death of Dr. Emmens was parsed today: "Whereas, an Omnipotent and all wise Providence ha seen fit to re move from our community the kindly and loving presence of Dr, J, J. In connection with the question of compulsory student body fees, the board adopted a reso lution recognizing the extra-curricular activities such as athletics, pub lications, forenslcs and music aa es sential parts of the organization. To the chancellor was referred a plan for collection and expenditure of such fees to oonform to the law as Inter preted by the Oregon attorney general All bondholders of the Rogue River Valley Irrigation district have con sented to accept the loan made by the government to the district on the basis of 48 cents on the dollar and the bonds have been deposited In the First Nstlonal bank In escrow, await ing arrival of the 880,000 from Wash ington, It was announced today by officials of the district. The Rogue River Valley district la believed to be one of few In the na tion to obtain such unanimous 00. operation from the' bondholders In a refinancing program. The loan granted the Rogue River district by the government through the RFC totalled . 880X00. This amount constituted approval at the rate of practically 48 ' cents on the dollar, meaning that bondholders would receive 48 cents on the dollar on all outstanding bonds. Only two districts In the state of Oregon re ceived higher per cent loans on bonds. They were Gold Hill and Hood River. The Rogue River Valley district, formerly known as the Hopkins Lat eral, eerves the Central Point and neighboring area of the valley. The district will have 30 years time In which to pay the government loan, whereas It previously had but 30 years to meet its Indebtedness. Interest charged on this long term loan Is only four per cent. E. H. Judd of Medford Is secretary manager of the district, and Attorney Harry O. Skyrman of this city, legal advisor. The board of director Is composed of Victor Bursell, Donald S. Clark, and C. H. Taylor. ONE KILLED, FIVE HURT IN AUTO, CAR SMASH PORTLAND. Ore., Aplrl 17. Newspaper advertising by women's specialty stores shows more pro nounced gains In the. five key cites, for March, over March last year: New York 47.4 per cent; Chcago, 176.8 per cent; St. Louis, 48 per cnt; Los Angeles, 126.8 per oent; Hew Orleans, 144 per cent. . Women's specialty store advertising, Weston pointed out, Is among the best "business barometers." Retail shoe advertising in March, In the five key cities, showed these gains over March last year; New York 80.1 per cent; Chicago, 177.1 per cent; St. Louis, 95 8 per cent; Los Angeles, 100.0 per cent; New Orleans, 60.8 per cent.
