Producer, meanwhile, appear at the mercy of the wholesalers. Trading In th butter market con tinued more or less unchanged al though here and there some weakness was suggested for so-called extra. Butteriat remains at least steady. Considerable activity was suggested In the market for cheese and espec ially Oregon offerings. Price were at least steady for Tillamook and Ore gon coast offerings. According to the regulations under which the crop loans are to be made this year, any farmer who secures a loan must obtain a statement from the county production council, where one exists, that ne does not intend to increase his acreage or production In violation of the agricultural adjust ment administration program. In counties where a county pro duction council has not been set up, before any application for a loan will be considered the farmer who Is ap plying will have to give satisfactory evidence that he Is co-operating with the production control program of the Agricultural adjustment admin istration. The maximum amount of an emer gency crop loan that may be ob tained by any one Individual la 1360, the minimum Is 36. Applications for loans In any amount from $35 to 9160 may be accepted by the emergency crop loan office provided the farmer does not have sufficient security to obtain a loato elsewhere. A farmer applying for $160 or more must first make application to the production credit association for a loan from It. Rejection of this ap plication by the production credit association will be considered suffi cient evidence that other credit is not available and the applicant may then make application to the emer gency crop loan office. Senator Barbour (R N. J.) brought up that section of the bill prohibit ing contraators whose contracts were annulled from bidding on new con tracts unless they waived any claims against the government. Calls Clause Unjust . Llndhergh called that clause the most "unjust section ever placed into American legislation." That point was dropped for the time, the filer telling that his serv ices with aviation concerns dealt mostly with "technical details." As to the bill again, he expressed the view that the section with re gard to pay would "limit the else of planes carrying the mall. 'I feel It Is to the Lest Interests of American aviation," he said, "to encourage the use of large planes when the traffic calls for It." McKellar said the legislation as he read It was not Intended to limit the size of pianes. But Senator Logan (D., Ky.) said the language of the bill with regard to pay might llmtl the size. Plane Size Limit Disliked "I doh't know about that," Lind bergh replied. "I repeat It Is not to the best advantage of aviation to limit the else of planes." Lindbergh, questioned by McKellar as to his financial connections with air companies, said he received $6, 000 a year from Transcontinental and Western Air up to the first of this month and $10,000 a year from Pan American Airways. Barbour suggested Lindbergh could have received much .more In other fields, because of his ability and popularity. ."I felt more Interested In avia tion," the colonel replied promptly. McKellar asked the extent of his holdings In stock Lindbergh said he didn't recall, but they wero all listed' In replies to a questionnaire from the Black committee. McKellar asked if he knew any thing about- the events leading up to the cancellation of the contracts. "Very little," he said. "Did you attend any meetings?" "No, sir." While Lindbergh testified, Richard Whitney, president of the New York Stock exchange, submitted 'to the banking committee down the hall, a complete report on transactions In air stocks prior to the cancellation of the mall contracts. Senator O'Mahoney (Dem Wyo.) asked Lindbergh: "If you had a contract with an Individual and discovered It was fraudulently obtained, you would think It was right to cancel, wouldn't you?" No Proof Ottered "I don't know," the filer replied. "Let meaay that X feel that nothing has been done to prove In this case and that nothing has been submit ted for trial. So far as I can see, nothing has been clearly proved." "No criminal action haa been taken In the airmail case," O'Mahoney said. "I think you are confusing criminal and civil actions.' "I am not a lawyer," Lindbergh an swered. "I think the right to trial Is so obvious that it is not a legal question." Lindbergh said the army air corps was "not designed" for meeting such emergencies as carriage of the mall and had not had "adequate time to study the routes." "How long does It take to train a military pilot and a commercial pi lot?" Senator Hayden (D., Ariz.) asked. "That Is difficult to say," Lind bergh replied. "A man can learn to fly with reasonable safety in a week or two as a student, while It would take years to fly passengers and mall with a reasonable degree of safety." Pilot Hour Limit Needed He agreed there should be a limi tation of the number of hours per month to be flown by pilots, but said he was not equipped to discuss the pay question. "The army mall carrying was not as efficient as that of private com panies," Lindbergh said. "The army had only 10 days to take over a sys tem that was built up by private companies over 10 years. "The army equipment was not de signed for mall carrying. The pilots were not familiar with the airmail routes. It was not possible to take over In- the short time that the army was given." Senator Schall (R., Minn.) said he had been told that It would cost the army around $30,000,000 a year to carry the mail, where the private companies had carried It for about $14,000,000, but the witness said he had no information on this.
