ried on today for late comers, but
the complaint forum already baa
gathered enough Information to con
firm 'administration opinions on the
shortcomings of the present grog ram.
Out of it emerged more clearly the
program of reform to be laid down
by Hugh S. Johnson next week. It
was clear that as number one point,
he will ask that the average work
ing week for American labor be
brought down to 36 hours with un
reduced pay.
The 36-hour-week program, al
though still resisted by many indus
tries, will find some ready accept
ances. The administration has been
Informed by several groups that they
will do what Is asked of them.

national life next Monday by Invest
ing his address to a huge assembly
of code authorities with all the sol
emnity of (a state occasion.
Quietly an array of officials ex
ceeded only by that gathered for the
opening of congress has been sum
moned to flank the chief executive.

Cabinet to Attend
The entire cabinet was called to
attend, along with the chief govern
ment emergency directors, the lead
ers of congress, Democrats. Repub
licans and Independents as well, and

of minorities and special groups un
der NRA.
The boxes of the big hall have been
set aside for cabinet wives and offi
cial families; women members of
congress have been given special
seats. Minor officials began a scram
ble today because of the shortage of
