Relief League As Chair manship Is Accepted PORTLAND. Ore., March 1. (Spl.) Declaring for a "new deal and , aqua re deal for every cltlren and property tax payer In Oregon, "Paul T. Shaw, bead of Portland ' achool board, today an nounced hi acceptance of the chair manship of the School Relief and Property Tax Reduction league, and formation of a statewide committee of reaponalble eltleena to aupport the new two-year emergency 114 per cent aalea tax law In the May primaries. The new law, which is far different In Its purposes and applications than the one defeated tt the last election, provides specifically that 100 per cent of the sales tax must go directly for achool relief, and that property taxds in every achool district of the stato must be reduced In the same amounts. Relief Needed Now. With almost half of Oregon's 3300 school districts on a warrant basis, property tax delinquencies up to 40 per cent, and Oregon's farmers, home owners and general property owners facing a "tragic crisis," the time Mas come, said Shaw, "for the majority of dtlseA who pay no direct taxes' to unite for the relief of the tax: paying minority. j The new law. he asserted, la "fair: to every man." and cannot work hardship on the poor nor give the rich a chance to dodge taxes nor cor poration to secure exemptions from &nv taxea thev now pay. For the average man, he aald, the tax would mean an expenditure of two cent a day something less than one-third of the alx-cent tax that hundreds of thousands of Oregonlans pay willing ly every day for a "package of cigar ettes." Yet," he concluded, "such small contributions from the many will keep our 800,000 boys and girls In school, safe from the destructive Irresponsibilities that can so easily attend enforced Idleness." For New Deal. Follows the statement Issued by Mr. Shaw: "In accepting the chairmanship of the School Relief and Property Tax Reduction league, I have been moved by two impulse the greatest good for the greatest number nd a new deal and square deal for every Glu ten and property taxpayer In Oregon. "Months of study of the tragic crisis being faced alike by our elementary schools, by our farm owners, home owners, our general property tax own era and by tne stato Itself, has forced me to the Inescapable conclusion that the two-year emergency 1H per cent sales tax enacted by the last legis lature la the soundest and aquareat measure that Oregonlans can turn to for Immediate school and property relief. "It Is wholly fair to every man. It cannot, by tbe wildest stretch of Im agination, work hardship upon the poor, nor give the rich the slightest opportunly to dodge any existing taxea nor for corporations to secure exemptions. "It can stop the ever growing and long list of schools that are already closed, or are closing, or shortening their terms dangerously In every sec tion of Oregon. "Although the elementary schools have already reduced their current expenditures by more than 13.500.000 this last year, they are at the ends of their financial ropes. Teachers' salaries have been reduced repeatedly and heavily. Approximately 1.000 of Oregon's 7.500 Instructors now are be ing paid an average of leu than 110 per week on annual baala. and many of these with warrant that can be converted Into cash only at discount ranging from 10 to 8S per cent. Warrant Interest Owed. Their payment including ex cise and Intangible taxea amounted to a mere ai. 500.000. Income tax revenue for 1032 were 92,203.000 without either excise or Intangible Uxes to add to them. Last year's reports showed only 678 net Incomes In excess of $6,000; only 18 reported Income In excess of $25,000, and there was Just one solitary return that execeoea sdo.ooo, and It was for $100,000. Property Burden Limit. To anybody who 1 not blindly prejudiced, it la evident that property which already bear 80 per cent of the tax burden cannot be milked furthsr Property taxes are already bordering upon the confiscatory. It Is also evi dent to all save a demagogue, that those able to pay Income taxes In Oregon compose only a small minority of our citizenship snd the overwhelm ing majority of them are men, wom en and businesses of average means. "It is evident, too, that the small majority of our citizens who carry this unbearable toad of taxes must be given relief. Elemental Justice com mands that the majority who share In the benefits of government and public schools, without directly shar ing the cost, shall now do their own bit and volunteer their help through this emergency. All to Aid Schools. "The sale tax provides them with the opportunity to do It. The law specifically direct that 100 per cent of the money raised by this extremely small tax go wholly to support of the elementary schools, after administra tive expense of about 2 per cent are , paid. It specifically direct that dis trict school taxes shall be reduced in the same amounts. The funds cannot be used for any other purpose than to reduce property taxea. The state tax commission estimates that $4,- 000,000 will be taken off property taxes annually as a result. "The law provide tbat -the sales tax shall operate for two yeara and more. , It enda July, 1030. and after that It would have to be re- enacted either by the legislature or by direct vote of the people before It could become operstlve again. "If. at this time. It should have proved oppressive or unfair, I ah all be among the first to move agalnct It re-enactment. In the present emergency, however, t appeal to the publlc-splrltedneos and fair-mindedness of Oregon' citizen to support the new law at the May primaries. Patriotic Duty. 'I ask the majority of citizens Kho do not now directly pay property taxes for support of government and schools to give the new sales tax law their loyal support and their vote, be cause It la the square thing to do and a patriotic duty that calls for no actual sacrifice. "Under the present sale tax law not a single dollar of taxable prop erty is taken off the tax rolls. Not a dollar of It goes for anything ex cept for actual property tax reduc tion In every school district. No cor porations, utilities, bjg businesses or business men can use It to reduce their state Income taxes, their excise or Intangible taxes. Tbe state tax commission has already held thst sale tax payment cannot be used as offset. It ha also ruled that the aalea tax oannob be applied on the sale of feed to livestock, dairymen, farmers, poultrymen and other com mercial producers. It's a Different Law. "Ia other words, the present sales tax law Is a far different law in Its purposes and application than the one that went down to deserved defeat at the last general election. The new sale tax law doesn't give the rich , ohanoe to dodge taxes; It doesn't work a hardship on the poor. It merely asks that tbe majority of non property owning citizens now enjoy ing the benefits of publicly built street and highways, waterworks, light, police protection, the courts, parks, school and other services, shal contribute a cent or so ft day for desperately needed school and property relief. "The new law operates on the prin ciple that It la easy for 10 men to carry a load that would break the backa of two. Under the circum stances, then. It seem to me that none of us should resent such a very small Investment when It will assure education for our boys and girls and reduced taxea on overburdened prop erty especially when hundred of thousand of citizen willingly pay alx cent tax on cigarettes and a sim ilar amount on every gnllon of gaso line they buy every day." The Item reads: "These Navajo ponies had horse sense. , "Lyda King, field nurse at Klag-E-Toh, for the past several days has been treating wire cuts on the hoofs of two Indian ponies. "Each morning a Navajo buck led his two Injured ponies four miles to the nurses' quarter where evidently very soothing treatment 'was forth coming. "This morning Mrs. King saw the horses at her door earlier than usual. She made ready to treat them and discovered that they were unhaltered and their owner was not present. Bookings fully as heavy for March were predicted. In the month ended yesterday the total value of foreign shipments from Portland was 12,314.369, compared to 1. 957,556 for February last year.
