Another large Item waa for the bituminous macadam surfacing of 0.12 mile of the Midland-California line section of the Klamr.th Falls Weed highway. The highway commission Issued calls for bids for several rock produc tion projects, after having reached the conclusion that quarries operated by the state are not subject to the sand and gravel code of the NR. A. since there Js no competition with private Industry. Chairman Leslie M. Scott said that the product taken from such quar ries is for the benefit of the public only, and that It is the responsibility of the commission to the motorists who have provided highway revenue, to obtain rock and sand at the lowest cost possible. In Instances where a contractor takes his material from a state quar ry. It was the opinion of the commis sion that such a contractor should be regarded as an employe of the state. Sand and gravel Jobs under con sideration have been divided Into three olasses, the commission an- announced. These include: Jobs not under the Jurisdiction of the sand gravel and crushed rock code, In which contractors are not required to con form with any oode requirement; Jobs under the Jurisdiction of the code, and concerning which Information has been given bidders In specifica tions, and Jobs upon which the com mission and oode officials hare not reached an agreement as to compll ance requirements.
