Alexander and "woman rule."
She stands recalled today, after the
voters hs1 barkened to the "Madame
Mussolini" charges hurled at her by
her male opponents. The vote was
209 to as.
But although In seclusion tod a 7,
she's not downcast. Aa she puts It:
"Next tlmt I'll go for a big Job.

or something."
The recall movement started last
summer, after she had fired the town
marshal, slashed budgets, saved the
town money and paid off an old 1193
debt (she ssld), and otherwise of
fended the all-masculine council.
Court action was finally instituted,
and on general charges of "malfeas
ance and misfeasance' a recall elec
tion won.
Town Clerk R. I. Case, who auc
oessfully combatted Mrs. Alexander's
suits to block the election, is non

WITH SALES TAX
CHICAGO, Jan. 4. For the first
time In history a state has abolished
state taxes on real estate and per
sonal property by substituting a gen
eral sales tax. The state tax com
mission of Illinois has voted to do
this because of the sizeable returns
from the state general sales tax of
two per cent.
The sales tax became effective last
July. The Income for the first six
months was devoted to relief of the
needy and unemployed. Effective,
January 1, 1934, the Income will re
main In the general fund. The an
nual Income derived from the sales
tax is estimated at 936,000,000. The
now step reduces taxes on real estate
and personal property from seven to
nineteen per cent and avoids & tax
Increase.
Other states that have sales tax
lawa are Mississippi, Michigan, Indi
ana, New York, Arizona. North Da
kota, Utah, North Carolina, West
Virginia, California and Wnshlngton.
In most cases the sales tax has elim
inated the need for Increased prop
erty taxes.
There Is active sentiment In New
York for a sales tax rate of two per
cent, the Income to be used largely
to retire bonded Indebtedness of cit
ies, villages and townships aa well
as that of the state. leaders In Mas
sachusetts are advocating a sales tax
of two per cent, the Income also to
be largely dlhtrlbuted among cities
and small units of government.
Announcements have also been
made In New Jersey and Virginia
that sales tax lawa will be urged
when the legislatures convene.
ABOARD ADMIRAL BYRD'S FLAO

Rear-Admiral Richard E. Byrd and
fotir companions made a three-hour
flight today to approximately lati
tude 72 30 south, less than IB degress
from the South Pole.
The plsne's course was roughly
along the 118th meridian, and the
flight extended 150 miles south of
the flagship.
On his return, Byrd reported: "No
land. The sea-borne Ice continued
to the limit of vision."
He said, however, that the observ
ations from this flight, combined
with those of the flight two weeks
ago along the ISOth meridian, 000
miles west, had convinced him thst
about 300,000 square miles of previ
ously unknown area can be eliminated
from Antarctic maps and be desig
nated simply "Pacific Ocean."

1035, beginning July 1, next.
The recommendations, listing pro
ject which when completed will total
$29,857,570, were made In the engi
neers report to congress. Of the total
$1,037,400 was recommended for the
Portland district, and $468,500 for
Seattle.
Much To Curb Floods
The entire war department budret
for the nation at large Included $25,
000,000 for river and harbor work,
and $13,160,000 for flood control.
As was the case In the last fiscal
year when the Columbia river took
the major part of the (3,911,171 avail
able for work In the two districts, the
river was designated for most of the
1935 funds, $1,395,000 being set aside
for operatlona there.
At tho mouth of the atream, be
tween Oregon and Washington, the
engineers estimated $610,030 would be
needed, while $685,1900 was set aside
for operations on the Columbia and
Willamette rlvera below Portland and
Vancouver, Wash.
Some Coin Unspent.
In making the report th engineers
stressed the fact that the greater park
of the 1934 funds were from unex
pended balances of the fiscal year of
1933, although some special allot
ments, such as $1,300,000 for work
along the lower Columbia, were made
available during 1934.
The following project were Includ
ed In a list of rivers and harbors
Items which the engineers aald could
be profitably undertaken during the
fiscal year of 1935 for maintenance
and operation of existing works. The
recommendatlona based on an appro
priation of $35,000,000 which will be
sought from congress:

AALBM, Jan. 4. (p) Building
plana, estimated to cost 1 ,098,000.
and authorized by the state legisla
ture, were sent to O. O. Hockley, pub
lic works engineer from Oregon, for
his approval, it was announced today
by William Bins!, secretary of the
board of control, who has been work
ing on plana and specifications the
past month.
The plana were for seven projects,
leaving but three ottma to be for
warded to the federal government In
the hope of securing loans and grants
for tone necessary Improvements.
Specifications submitted included a
receiving ward for the Eastern Ore
gon state hospital, $250,00; state
library, 9350.000; tuberculosis hospital
at flalem, 9100,000; eastern Oregon
tuberculosis hospital, 9280,000;
feeble-minded Institution Improve
ments, 98,000; dormitory at state
blind school, 980.000, and psycho
pathic ward at Oregon medical school
9180.000.
Projects for which plans have not
yet been completed Include Camp
Clatsop, 930,000; cspltol building re
modeling. 978.000, and criminal in
sane ward at state penitentiary,
9300,000.
Italy Will Float
Refinancing Bonds
ROME, Jan. 4. (AP) Bankera
and government officials completed
preparations today for the flotation
of a treasury loan of 4,000,000,000 lira
(approximately 9320,000,000) to re
tire the long-term treasury bonds
due this year. The new bonds will
carry 4 per cent interest compared
to tho 6 per cent on the bonds to
be retired.
