today revealed.
Prior to the reoent tpaclal aeulon
of the legislature 63 commissions and
boards were In existence. To this list
was added liquor and milk commis
sions as permanent Institutions, snd
Interim commissions to study nign
way and transportation needs and all
matters relating to Bonneville dam
snd development of cheap power,

poets are non-salaried, while others
allow only per diem expenses.
The highway commission generally
has been considered the most power
ful commission In the stats. Its In
fluence has held legislatures In
Tlos-llks grip.

shown In the last session.
Strenuous efforts were made for
three days In the senate to tempor
arily divert S00.000 for gasoline taxes
paid by cities and school districts
from tht highway fund to aid of
these distressed sub-dlvlstons. Sena
tors Jay Upton, Deschutes, snd John
Goes, coos, two of the senate's most
powerful orators and Influential lead'
era led the attack for diversion. The
measure received but five votes.

; "If we enumerated the times

diversion Is but an opening wedge,'
the list would extend from the floors
of this chamber to Yamhill county."
Upton thundered.
. "Trying to obtain any money from
the highway funds, no matter how
small or how Juet the need la virtu

: Legislators are agreed that highway
funds must remain "sacred. They
apparently fear any opposition might
result In their respective constitu
encies being denied applications for
bridge repairs or other repairs or
construction.

PERFECT ENGLISH
NEW YORK, Dee. 30. (p, Those
who wish to speak good English would
do well to follow President Roosevelt.
His speech Is an example of the best
"American English" spoken In this
country.
So says Prof. Lee Emerson Bett
of Stanford university, president of
the Nations 1 Association of Teachers
of Speech, which opened lta annual
convention yesterday. He described
the President's speech as a standard
form of English, yet lively and varied
and with excellent pronunciation and
enunciation.
"He la an example of what our
speech can and should be the speech
of an educated and cultured man."
Ray K. Immel of the University of
Southern California said the Presi
dent uses simple language and the
quality of his voice la persuasive and
friendly.
"It Is excellent English which can
be heard with no consciousness of
pronunciation."
LOAN MONEY GOING TO
MID-WESTERN FARMERS
WASHINOTON. Dec. 30. AP
The commodity credit corporstlon
said today it was making loans to
mid western farmers on corn under.

City officials and civic leaders of
Medford have been Invited to attend
the third regional conference of the
League of Oregon Cities which will be
held in Medford, Thursday, January
4. It waa announced, today by Herman
Kehrll. executive secretary of the or
ganization. City officials snd civic
leaders from approximately 30 clt.es
in southwestern Oregon are expected
to be present.
Topics that will be taken up In
clude model and uniform ordinance
for liquor control, municipal revenue,
federal aid public works, civil works,
and the activities of the league and
the bureau of municipal research of
the University of Oregon.
Liquor Chief Topic.
One of the chief topics will be that
of liquor control. Mr. Kehrll says In a
letter forwarded to all city officials
expected to be In attendance, cities
attll have much to do In order to solve
this problem in an orderly manner,
he points out.
William M. Brlgga, civic works ad
visor for Oregon under the bureau
eeta-blisbed for this purpose by the
American Municipal association, will
be present to discuss various phases
of municipal work under the Public
Works administration and the Civil
Worke administration, and to give
advice In other fields to the officials
attending.
