SALEM, Ore., Dec. 8-(AP) Liq uor control and sales tax two of the major Issues before the special ses sion of the Oregon legislature occu pied the attention of the two houses on t'.ie lotn day 01 tneir umiwu v day assembly. While the senate launched on an Intensive debate on the much amend. ed Knox .plan for state owned stores In the handling of alcoholic bever agea with much verba! arguments made aupportlng the contention of tha attorney general the measure was unconstitutional, the house took Ini tial action on the one and one-half per cent aales tax for school reiiei Senate Tulks I.I(i'r And while state senators argued for and against the state entering the liquor business, membern of the lower house, Just across tne loDuy, for the third time this year talked upon the aales tax principle In the face of the defeat banded the gen eral sales tax before the voters last July. Gallerlea of both houses rere crowded. Vote on both these proposala was expected before night, but not until most members had expressed them selves on the floor. The "gag" rule In the house aided In expediting the discussion on the tax bill, but the sonata was unlimited and at noon today only two membera of the up per house John D. Goes and Jay Upton had spoken upon the liquor measure, both In opposition to the state entering the business under the present proposal. Knox nil! Faces Delay The liquor bill had been approved by the house, but In Its amended form It would have to go back for ' confirmation and probably Into con ference committee when, and If, It does paaa the senate. K. C. McCornack, Lane county rep resentative, opened the debate on the sales tax, declaring It an emer gency measuro for sohools and aa such should be supported by tho people. Like California Law The aalee tax bill, aa finally brought Into the house, Is modeled closely after the California law. There would be no tax on personal or professional service or wages. T,he tax would be passed on to the ulti ma t consumer, and was expected to raise 93,000,000 annually. The act would be In effect two years only. Senator Goss fired the opening gun in vhe battle of the bottles when he moved to re-commlt the bill to the committee on alcoholic control. He declared his main pur pose was the enactment of legisla tion to take the profit out of the liquor business and provide a stamp tax. In the event of tucfi a tax he proposed that the amount paid In license or sales tax be rebated. Hhe favored the change on the ground that It did not commit the state to any large amendment or to provide groundwork for a big political ma chine. TAKES THE AIR SOUTH BEND. Ind., Dec. 8. It Is the opinion of this writer that our laws should be such that this form of Justice should be meted out to all self-confessed criminals of alJ types, especially those of the major class, such as robbers, murderers, kid -napers, etc. The self-confessed crim inal should be taken before the proper magistrate and given the sentence due him, and be committed immedi ately to the serving of that sentence, and if this form of Justice were prac ticed In every state, would do muvh toward eliminating lynching such ar recently occurred in our land, and which have stirred the minds of the people of our whole nation. In the past, much of the taxpayers money has been squandered by the trying of self-confessed criminals in our courts, with the result that through some technicality of our laws, or through some Irregularity of our Jury system, the prisoner, after self-con. fefslon, would receive only a part of the punishment due. and in some in stances be completely exonerated of the crime. It is this writer's opinion that the practice of Juggling with self-confessed criminals In our courts, as In the past, is more responsible for tho two recent lynchlngs than the people of Missouri or California.
