PHILADELPHIA (UP) A gigantic
liquor buslnesa Is waiting st the 13
mile limit for the repeal of prohibi
tion. Nearly a hundred whlaky ships, the
greatest number since 1924. are ly
ing at anchor In the Atlantic ocean,
ready to ruah their cargoea of "boot
teg" liquor Into seaboard cities as
soon as the states ratify repeal.
Thla situation was disclosed by a
government Investigator, who has
been making a survey of conditions
here.
A year ago. according to the agent,
there were scarcely a dozen ships
along "Rum Row." Now the num
ber Is nearer 100, and Increasing. The
ships, he said, are loaded with fine
whiskies from St. Pierre. Mlquelon,
Blmlnl and the Bahamas. Most of
them are propelled by four Liberty
motors and will travel 40 mllea an
hour, or better, loaded. Their sides
are ateel plated as a protection
against coast guard bulteta.
The plan of the bootleggers la to
undersell legitimate distributors. By
purchasing liquor in vast quantltiea
st from 810 to 814 a case, they fig.
ure to undersell licensed distilleries
by 26 to 50 per cent.
Coast guardsmen here say that the
depression has been a boon to the
liquor syndicated. Bootleggers have
been able to buy swanky yachts from
formerly wealthy people. The boot.
leggera themselves dress In flannels,
blue coats and yatching caps, and Idle
beneath striped awnings on the decks
as they convey their contraband car
goes from the 12-mlle limit.
"I don't know when I've met so
many yachtsmen In the bootlegging
business. ' one coast guardsman said.
"In the old days they all said they
knew Andy Mellon 'my friend Andy,'
they called him. But now It's Roose
velt who's their pal."

I hereby prescribe the following rules
and regulations necessary for carry
ing out the purposes of title 1 of said
act:
A. No one shall falsely represent
himself to be discharging the obli
gations or complying with the pro
visions of the president reemploy
ment agreement or of any code of
fair competltloa approved by the
president under the national Indus
trial recovery act or of any rule or
regulation prescribed to carry out the
purposes of said act.
B. No one shall display or use any
emblem or Insignia or any reproduc
tion of any emblem or Insignia of
the national recovery administration
contrary to any rules or regulations
prescribed hereunder by the admin
istrator for Industrial recovery.

Lakes within 90 or 78 years because
of the rapid shrinkage of lake water
levels, according to experts.
Property owners and resort opera
tors have begun to take interest In
the problem. Thousands of dollars
worth of damage has been caused
through water shrinkage. Reforesta
tion snd the building of dams Is seen
as the ultimate answer.
The tendency of tipper state lakes
to ahrlnk away was revealed In a re
port recently completed by John A.
Bordner, Douglas county, who showed
thst 33 of 38 Iskes In Douglas county
gradually are decreasing In else. As an
example, whtteflah lake In southern
Douglas county, has receded 14 feet
since 1891. The lske dropped two
Inches and a half thla September.
In Washburn county, Whtteflah
lake, one of tha moat beautiful In a
state which hss thousands, haa drop

shrank ten Inches. Thousands of bass
died when spawning beds were ex
