LUMBER OUTPUT CONTROL NEEDED TO REMEDY ILLS Recovery Administration Told Prostrate Industry Did Not Share Boom of '23-29 Wages Will Wait WASHINGTON, July 31. (AP) Postponing discussion of noun and wages, the lumber Industry yesterday presented argument before trie re covery administration for the adop tion of lta method of controlling the output of forest producu. ' Spokesmen described the industry la prostrate and termed controlled production a necessity. The proposed code's maximum 40 to 48 hour-weekend minimum $10 to 30 wage scale are unaccpe table to the administra tion and these features are to be worked out later. Boom Not Shared Wilson Compton, manager of tha National Lumber Manufacturers' as sociation, outlined Vie economic background of the Industry, assert ing it did not share in the boom of 1923-1020 and was unprepared to meet the depression prices which fol lowed. W. B. Greeley, manager of the West Coast Lumbermen's association, ex plained the method of controlling production by allotting hours of op eration to each mill, with the nation divided Into geographical divisions of authority. Objection Voiced William Denman, Oregon lumber manufacturer, objected to the pro cedure being followed as not allow ing him sufficient time to present objections to certain features of the proposed code, particularly wlttl re gard to prioe fixing. The cost of' carrying timber In vestments and tha consequent effort to liquidate such lnveetments, was described by Colonel Greeley as the principal cause of the present situ ation In "the Industry. "Control of lumber production alone can check uneconomlo and wasteful use of raw material and provide a sound basis for conserva tion of forest resources," (he said. "This Is one of the declared'purpoees of the code. ' "The code purposely lays down no uniform rule or formula for alloca tion of production. Code authority will assign production quotas to va rious (geographic) divisions, by suit able periods, based upon lta beet es timate of anticipated consumption snd substantially In ratio of their former shipments, respectively, over repreaenatlve nerlods. In thta group the Le gion post of Oregon having the highest record of paid memberships win have the honor of first place. and the rest of the posts throughout the state will be placed according to their ratings. The second aeetlon la known aa the 40 ft 8 section. In this section all the fun and stunts for which the 40 ft 8 society la noted, will be aeen. Many entrlea have al ready been received for a place In this section of the parade. The third section of the cavalcade will consist of civic, commercial and fraternal entrlea, and many local firms are already constructing special floats advertising their products. The committee feels that this section of the parade will give an unusual op portunity for any commercial firm to booat their products and business. Virtually every fraternal organisation In Klamath Falls will either march or enter a auttable float. Many drum corps and bands which will also be seen and heard In this parade, and an unusual display of patriotic flag and colors will head the movement escorted by the armed forces of the national guard units of Klamath Falls and Ashland.
