Mr. Roosevelt knows what is going on. He is laying plans accordingly. He detected the quiet stir In the cloakrooms when he said he would send a debt message to congress. Next day a statement came from, the) White House that the June 15 debt payments were still expected. That was designed to quiet the boys. They let on as if they were satisfied. Some interesting Information vis simultaneously passed out the aid door at the White House. It was said England would pay, using 74. 000.000 in stiver she is getting from India. That partially explained why she made no provision for payment In her budget. Also came positive assurance that the old Hoover idea of using debt to bargain on disarmament, tariffs or exchange rates has been complete ly abandoned. Each problem will b handled separately. That should have pacified on gressmen. but they have reached th point where they will not bellev anything on debts until It la of ficially announced. Mr. Roosevelt played his var debt cards very close to his belt-line la talks with MacDonald and Harriot. No experienced poker player could have done any better. That Informa tion does not come from hla sources but from the foreign coys who sst la with him. Premier MaaDonald wanted most a moratorium on the June 15 payment. He did not get It. Ex -Premier Her. riot wanted an agreement for debt revision so Prsnce oould pay her de faulted December IS Installment. Thst dldnt get across either. You. cannot call Mr. Roosevelt, recent foreign conferences either sue cesses or failures. From the standpoint of Immediate results, they were failures. No def inite agreements were made on tb inside. But Mr. Roosevelt has been Insisting all along he did not expect any. Excellent groundwork was laid on disarmament and economies. Th Geneva and London eonferencea war probably saved at least for the tlm being. That may mean much or nothing. European developmenta will tell. There was a bigger fight over th soldiers' bonus in the senate than you heard about. At one time th bonuslte had majority. The Democratic leaden were frightened Into making numer ous deals. At least five Republican senators were bought off with whit- . pered argument and promises be fore the vote was taken. The balloting was deliberately de layed 34 hours until th leaders wer certain of killing th proposal.
