R The chiefs of the soviet Russian trade delegation to London were recalled to Moscow todav "for consultation" and wiu start for home next Monday. This action follows the conyictlon of five British engineers tried in Mos cow on sabotage charges, and the inv position of an 80 per cent embargo against Russian importations into England, sv measure resorted to by the government In protest against the sabotage case. - Asked If there was any question of the delegation not returning to Lon don, a soviet official said: "All I can say at present Is that Una delegation is going horns to make a report a not unusual thing from time to time." British Envoy Called Home While the negotiations between Xiondon and Moscow over the sabotage ease mere going on the British gov ernment called home Its Russian am bassador for personal discussions con cerning it, and lie has not since re turned. Britain To Hold Firm It was officially stated that the em bargo was not proclaimed In the face of a warning from Moscow that such action would make It more difficult for the soviet government to com mute the sentences of the engineers. - The present situation Is that Brit ain -nil continue the firmest possible steps to protect British subjects In Russia end at the same time will take advantage of any opportunity to maintain trade relations. ' The national Joint council, repre senting the trades union congress, the labor party and the parliamentary laibor party, 1s understood to have de- etded at a private meeting today to protest strongly to the British gov emment against the embargo. Damaging Effect Claimed This protest, it wss reported, Is baaed on the theory that the embargo would have a most damaging effect on British Industry and on the em ployment situation, and also on the contention that It Is a violation of the Kellogg peace pact, The council also sent a telegram to the soviet ambassador, I. M. Malsky, asking for the release of ths British prisoners on the ground of interna tional friendship.
