April 9 (AP) The tariff commission today announced that President Roosevelt had Issued his first proclamation under author ity of the flexible tariff law, calling for a decrease In duties on certain agricultural hand tools. Interest waa attached to the proc lamation because of the prospect of a change In tariff policy with the transfer of the administration from Republican to Democratic hands. In today's proclamation, the presi dent ordered a decrease In the duty on hay forks and 4-tlned fertilizer forks from 8 cents each and 40 per cent ad valorem to 4 cents each and 22 per cent ad valorem, the maxi mum decrease possible under the flexible law. On other agricultural forks, hoes and rakes, he ordered a decrease from 30 per cent ad valorem to 16 per cent ad valorem. The changes be come effective May 3.
