In an lnspl'.lng address at the home of Miss Mildred Carlton, president of the health sssociatlon, she ssked her au dience of 100 not to let this thing hsppen, pointing out that the safety of the nation rests upon the educa tion of its children. Tt-ere Is a growing willingness on the part of school boards and tar-p-.vera, she stated, to undermine the child's education. Twenty six per cent of the publio schools have been closed in one state, in another 35 per cent are In process of closing. There Is no guarantee that this tendency wl'.l not spread to Oregon If people are not on the alert to halt such a reaction. Mrs. Dunbar added, urging them not to become so immersed In their own affaire as to be oblivious to tht national situation. "'Keep the ship of state as steady as possible for the future generation, We of our generation have not con sulted the children about the mort gages we have put on them. If we neglect their needs during the years from six to ten we have robbed as well as mortgaged them," Mrs. Dun bar declared. Ai: interesting review of the three White House conferences waa given by the spesker, who stressed the fact that It was not until the last con ference that the handicapped child was brought Into notice. He Is now, she stated, the corner stone of wel fare work. It Is realized that every child should have the best opportun ities for his potentlslltles. All chil dren, regaradless of color, creed and olass are to be given consideration In the great scheme of things. Need of ft leader to come forth in the Interests of the handicapped child was cited by Mrs. Dunbar in con demnation of the "pernicious" law. which allows the welfare association but 20 days to plae a child for ad op tlon Such a law. she described a. unfair to both child and prospective parents. There are many welfare problems yet to be solved In Oregon, she stat ed In closing, and the cooperation of ohuiches, Parent-Teacher associa tions, health associations and all wel fare groups Is needed. Oscar E. Hoover, retiring Boy ecout executive In this district, wss also a speaker on yesterday's health pro gram. He voiced a demand for more trained leaders In recreational groups, stating that there Is never a lack of boys and girls, but usually a lack of leaders.
