Talent and Medford Irriga
tian Districts Look for
Help in Bill Authorizing
State to Waive Obligations
Tbe first steps In the refinancing
of the Talent and Medford Irrigation
districts have been taken with the
passage by the legislature of house
bill 79, which authorizes the recla
mation commission of the state to
waive all or part of the obligations
of the Irrigation districts to the state
of Oregon. The state reclamation
commission Is composed of the gov
ernor, the secretary , of state aid the
state treasurer.
The effect of the bill will be that
the state reclamation commission
will have the authority to waive the
Indebtedness of the various Irriga
tion district of the state, providing
the commission Is satisfied that a
refinancing agreement has been
reached with the bondholders of the
various Irrigation districts which Is
within the ability of the districts to
meet.
Agreement Reached
The Indebtedness of the Talent Ir
rigation district to the state Is ap
proximately $210,000 and the Med
ford district approximately $100,000.
The state debt is about 20 per cent
of the total Indebtedness of the
Talent and 10 per cent of the Med
ford district.
The Medford district has already
reached a tentative agreement with
Its bondholders, as published in the
Mall Tribune several months ago.
The board of directors and officers
of the Talent district conferred last
week with Chrla Bell, a Portland at
torney representing the bondholders.
No definite plan was agreed upon,
but the directors feel that consider
able progrecs was made In adjusting
the differences between the bond
holders and the district, and that an
agreement will be reached which will
permit the district to take care of It
obligations to the bondholders and
with substantial relief to the land
owners of the Talent district.
Bill Is Reviewed
House bill 79 was introduced early
In the present session of the legisla
ture and failed of passage upon Its
third reading. Through the efforts
of the Jackson county delegation the
bill was referred to the committee
on taxation and assessment tor fur
ther consideration. Attorney Prank
P. Farrell, representing the Talent
district; Attorney Porter J. Neff. rep
resenting the Medford district, and

w.here members of the legislature
were acqulanted with the merit and
needs of the bill. It was given a
favorable report out of the committee
and passed by both houses.
The officers and directors of the
two districts are highly pleased with
the passage of the bill, which will
pave the way for the flninclal re
organization of the irrigation districts
of the state.

Thomas branded as a "deliberate
falsehood" any rumors that he did
not want senate bill 19 passed either
aa drawn or as It may be amended.
It would give the commissioner ad
ditional powers In the regulation of
utilities.
"I have received the Information
that the head of tha utility lobby
and his assistants are actively en
gaged In circulating a statement that
I would welcome the defeat of sen
ate bill 10 either in Its present form
or with amendment," Thomas' state
ment read.
"It Is said that I desired to have
the bill defeated so that the issue
Involved might be used by me as a
platform upon which to make a cam
paign for governor next year.
"This Is a deliberate falsehood and
Is being used solely for the purpose
of Injuring effective and efficient
regulation.'

Accident Reported George I. Ben
nett of 27 North Orange street yes
terday afternoon reported a collisloii
which oocurred at the corner of Co
lumbus and Main streets. The auto
mobile he was driving wast struck on
the right fender by another car, ac
cording to the report on file at the
city police station. Witnesses signing
were Mary and Bertha Arnsplger and
Mary Chambers.
