The annual winter problem of the
navy this year la one In which the
scouting force must attempt to gain
a foothold somewhere along the
American west shore while the bat
tle force attempt to hold It off.
Like An Athletic Contest.
The scouting force la on Its way
from Hawaii. There will be a con
centration of the fleet In the San
Pedro-San Diego area.
The maneuvers are planned some
what In the manner of an athletic
contest with a goal set, but the man
ner in which It Is to be attained Is
Just as much a secret as the manner
In which a football team Is to score
Its touchdowns.
The purpose of the problem la to
test the entire force of the navy un
der surprise conditions such as they
would meet In war.
No shot will be fired but the most
intricate gunplay possible with mod
ern equipment will be used from
anti-aircraft to gunnery from the tur
ret of huge warships. Men will work
with clock-like precision, handling
and placing shells and powder Just
ae though they were actually In war.
' Turrets Like Cylinders.
One of the most dramatic focal
points of action will be in the battle
ship gun turrets. There Is a steel
cabin on the deck which shelters the
gunning crew for a setup of two or
three large guns, as the case may be.
The breeches of the guns are also In
the turret but they nose out Into
the air, pointing sldewlse or up or
down as the target demands.
The turrets, five or six to the ship.
are like steel cylinders that descend
through two or three levels of the
vessel down Into the 'handling" room
where the ammunition is gotten out
by swift, mechanical coordination of
the men. placed on electrically oper
ated trays and conveyed rapidly to
the level of the gun crews, each In
command of a turret manager.
When the target Is too far to sight
along the guns the crews receive their
orders for pointing on an electrical
dock operated from the gunnery of
fice In a post on the mast.
That same precision and teamwork
will control the entire man-force of
the navy aa the ships sight each
other somewhere along the west coast.
Submarines, aircraft carriers and
ships will each go. through the high
ly technical system of defense plan
ned to keep Invading forces from
United States shores.
Those In command this year will
include VJoe -Admiral Frank H. Clark
with the scouting force and Admiral
Claud O. Blooh with the battle force.

Condemnation of the ballot robbery

and that only those legally entitled
to food and quarters on the roof of
the courthouse be given these ac
commodations. The county court
Monday put W. P. Batty on duty ms
a nlghtwatchman, with instructions
to maintain a steady patrol.
Public opinion has crystallized to
a considerable extent since the bal
lot stealing, that "It Is time to halt
the turmoil and agitation." The pub
lic Is demanding, In no uncertain
terms that the "courthouse be made
safe for the records," and that no
expense or time be spared to find
the guilty parties. "If they can get
away with It now. they may try some
thing else," was the leading argument.

the defective flue, but Banka did not
correct hla story. He preferred to
let his readers believe It was the work
of the gang."

The experience of Clements with
Banks Is but one of DOZENS OF

miting of the dam. and gave the im
pression Clements said it was dyna
mited when Clements said it WAS

destroyed the bunk house on the
Black Channel property, he wilfully
and maliciously misled hla readera for
the sole purpose of further building
up hla story of persecution of Bates
by the officers and the Invisible

ing before the grand Jury In the Da
hack matter, when the statements
have been proved false.

ever, among thousands of persons in
the valley, that honest taxpayers ana
workers can aeek the leaderahlp of
a man who haa no regard for the
truth and whose disregard for the
truth can be proved over and over
again If they will but take the time
to check up on the facts behind his
alleged "conspiracies."

Albert Goetgen and Raleigh Mathews

hearing that a fusillade of shots was
fired, and at the second hearing that
