Unless the legislature finds some other source, the property tax must be revived. "May Cancel Levy " The state tax commission will meet before the special session convenes. It muBt levy a property tax. But If the legislature can find some other source of revenue to supplant this levy, It will Incorporate In the law a provis ion that the property tax levied by the commission be cancelled. Ore. OREGON, MONDAY, NOW HE SEES HIS HOPES FULFILLED By Herbert riummer WASHINGTON A scholarly and affable man, a familiar ftfure around the capital for a numoer of years, more than likely has set down as his favorite maxim "All comes to him who waits." He Is Dr. Juan B. Sncasa, Nlcaragu an minister to the United States and Just elected president of that re public. The lanky NlcaraRuan. who received his education in the United States and who la fond of saying that this ta his "second native land." thus re turns to govern a country whence he fled some seven years ago. , Sacasa was vice president of Nica ragua back In 1025 when General Chamorro staged a coup d'etat and took over the government of the country. Sacasa then left the coun try for Mexico and Ouatcmala. His departure changed, the political course of his country and may be the policy of the American govern ment toward Nicaragua. Sacasa's absence led to the recog nition by the United States of the government under the presidency of Dlas. Under the Nicaraguan consti tution, which provided that upon the absence of the president and vice president, the congress shall designate one of its members to complete the unexpired term. Diaz was recognized by the United States. Sacasa contended that he waa the constitutional president. It Is Interesting to speculate, now that it la all over, Just what would have happened had Sacasa, managed to remain in his native country back In 1S25. Begins Wednesday, December 14 in the MAIL TRIBUNE DECEMBER 12, 1932. He might havt ascended to the presidency then instead of seven years later. The United States might have given htm moral if not actual physical support to hold on to his government. United States marines might not have been dispatched to supervise subsequent elections in thu. country. Henry L. Stlmaon might not are been sent Into Nicaragua as perianal reDresentatlve of President Cool Idee. 1 And had he not brought peace be tween warring factions there and been rewarded for his efforts by be ing made governor-general of the Philippines. President Hoover, who had never aeen htm, might not have named him hla secretary of atate. But Sacasa, despite his being a bit tardy in realizing his ambition to become president of Nicaragua. In the meantime haa not been left out en tirely. In the elections, supervised by American marines, his old friend and colleague Moncada waa elected presi dent. Moncada named him Nlcaragu an minister to Washington. And It must be soothing to any old wounds that he might have to know that he waa elected president in the recent elections over hla two old political enemlea Dlaa for presi dent and Chamorrow for vice presi dent.
