PGE EIGHT MEDFORD MAIL TRIBUNE, MEDFORD. OREGON, MONDAY, NOVEMBER 28- 1932. E SUMS uy DEBT REVISIONS Five Steps in fast Eight Months Take Government From Financial Bogs- Tax Income Is Reduced (By Oscar folding.) LONDON. (Pi Oreat Britain, In flva big steps atretchlng over tight months, baa eacapa jrom some u nanelal boga. At th sams time, It 1 regarded m financial clrelea, ah haa etttb. llabed a leadership In easing the poaltlon ot the debtor that may haye world-wide effect. The five big atepa Involved the con veralon of approximately 18,780.000, 000 of Internal debt more than one third of the nation's total domeatlc debt Into eecurltlee carrying lower ratea of Intereat. Cuta Treaaary Load Their effect, ao far aa the treaaury la concerned, baa been estimated by Neville Chamberlain, chancellor of the exchequer, to mean a groaa aavlng In a full year of 1133,000,000. The lateat of theae atepa waa ac complished early In November when the treaaury announced an laaue of 050.000,000 of three per cent con version loan payable at par on March 1, 1993 or, on three montha notice, any time after March 1, 1948. Prevloualy, on October 11, 8525, 000.000 In two per cent treaaury bonds were Issued at par and theae two together will provide funda to deal with maturities December 1 and February 1. The result la that the treaaury haa made a clean alate for more than a year of all maturities. Theae maturing bonda, moreover, have . been drawing .S and s per cent intereat. The conversion campaign started In the middle of March when boldera of 8408,400.000 of 414 per cent treaa ury bonda maturing In the next month were Invited to exchange their holding Into either 4V4 per cent con version loan or per cent consolida tion loan. Negative Votes Bring Cash A second step was taken at the end ef April by the tender of 8 per cent treasury bonds, of whloh, 8388,000, 000 were sold. The third operation was the great war loan conversion, a 8 per oent loan for 87,207,800,000 for which con version waa offered in the i'oim of a 8V4 per oent loan. There was non assent to the amount of 8877,800,000, the holders of whloh will receive their cash December 1. Besides the benefits to ' the ex chequer, the effect of the conversion operations as seen In financial alr- les has been to enable other coun. tries, particularly the dominions, to convert relatively dear loans Into cheaper ones. A gain In the aame way for municipalities Is claimed where as, to Industry, old capital haa been, or may be, renewed on better terms and fresh capital may be raised more cheaply. The effect, It la aeen, Is to bring downward adjustments which will have a general lightening effect on the burden of the debtor. Hare Boomerang Effect British analysts ot the conversion operatlona, while conceding them to be a triumph for British finance, point out that they may entail more economies aa they lead to a reduc tion in tax receipts. The actual savings to the excheq uer have not been estimated. It is understood that the 8133,000,000 groaa saving will not be a net aavlng. since the stats will no longer receive Income tax and surtax from that sum.
