PJGE TWO MEDFORD U'ATL TRIBUNE. SIEDFORD. OREGON, WEDNESDAY, OCTOBER 5, 1932. HEAD CLARIFIES LATESHHANGES Dead Ball Ruling Made to Eliminate 'Crawling' and 'Piling Up' With Resultant Danger of Serious Injury Note: Because of wlde tprtttd comment on the 1932 foot ball rules, the Auoclated Preti requested William S. Lane ford, aecretarjr of the national foot ball rules committee, to clarify the principal chanres In the play code, Following U the first of a series of four explanatory articles by Mr. Langford.) By WIIMam (J. Lanyford. (Secretary, National Football Rules Committee.) NEW YORK, Oct. 5. (P PUyers and the football public generally ha,ve always expected the man carrying the ball to fight for every Inch of ground that he can poelbly gain until the ball becomes dead. Under the former rule, when any part of the player in possession of the ball, except his hands or feet, touched the ground, while he was In the grasp of an opponent, the ball became dead automatically and play stopped. Bend Ball Defined. This year's rule reada as follows "The ball la dead and shall be so declared by the referee: (a) When sv player having the ball goes out of bounds, cries 'down,' or Is so held that his forward progress Is stopped, or (except the holder of the ball In a place-kick) when any portion of his person except his hands or feet touches the ground. The change made was In the ellnv Inatlon of the words "while In the grasp of an opponent,' and Its pur pose was to do away with the dan gers that came from "crawling and "piling up." This year, If the man with the ball stumbles so that his knee touches the ground, or If he Is bowled over by an opponent, or if he falls on a loose bill. It is Instantly dead. Penalty for Crawling. Although It Is the referee's duty to announce that the ball Is dead by blowing his whistle, any "crawling1 which occurs, even before the whistle la blown. Is to be penalized by the lose of five yards. "Crawling" Is de fined as "an attempt by the player In posnesslon of the ball to advance the ball after he has been downed; vis: when any portion of his person except his hands or feet touches the ground." There doubtless will be cases of "crawling," especially in the early games, and this will Invite "pi II tig on" by opponents. In such event a foul will be committed by esch team, and under the rules tha play will be played over, unless the captain of the team in- poaoesilon of the ball declines the penalty for "plllng-on" which he may wish to do If the gain made by Ma team, previous to the "crawling" Is a large one. Can Pass Penalty. . In other wordi, if his team has made a gain of say, 30 yards and the runner then crawls and opponents pile on blm, It would be more to his advantage to suffer the penalty of five yards for "crawling" and decline the penalty for the foul committed by his opponents, as he would thus make a net gain of 19 yards and a first down. After a short time "crawl ing" and "plllng-on" will entirely disappear. Heppner. Second artetilan well at forks of Willow creek, la miles south of town, flowing. Clatakanle.
