Mr. and Mrs. Holman and Mrs. Ir vine left for the north, where sev eral appointments are awaiting the state treasurer. B. F. Irvine, editor of the Portland Journal and a former resident of -Antharn Crtnm. was eiiest of honor with Rufus Holman, state treasurer, at a breakfast at the Hotel Medford, given by the ftsh and game com mittee of the Medford Chamber of Commerce, this morning. Steelhead, brought from the Rogue by P. C. Blgham and Capt. C. N. Black, two of southern Oregon's most Is. I. mine enthusiastic fishermen, was served the guests. The popular game fish, prepared by the hotel staff, met with much favor and received ft series of compliment! from the honor guests, who were unanimous In the opinion that southern Oregon has everything that promotes happy living. A great climate, delicious fruits, fish and, greatest of all, fine people. Mr. Irvine Insisted upon having with his breakfast some southern Oregon peaches and brought from his pockets several "raw and ripe" Rogue River valley pears, which he Is going to take alohg north with ,hlm, unless he eats them before he gets out of the valley. He was generous In his praise of the valley and Its people and referred again to the very en joyable time had yesterday as guest of the Southern Oregon Pioneer as sociation at the reunion In Jackson ville. Mr. Holman also had much to say In praise of southern Oregon, listing the wealth of resources .here to be Judged In something "more than dol lars and cents values," He urged the southern Oregonians to preserve the beauty that is here, referring to the state of Oregon as the only un spoiled out-of-doors left to the peo ple of the United States. Mrs. Irvine, Mrs. Holman, and Dean Wm. A. Schoenfeld of Oregon State college, director of experiment sta tions, were also special guests at the breakfast, and Miss Reglna Johnson Communications BANKERS OPPOSE OREGON COLLEGE L Normal School Rating To the Editor: Your Thursday news columns car ried an Item pertaining to Oregon's Normal School rating. To prevent ft mistaken Impression on this point we quote from Bulletin isw. 8 (1931), Oft Ice of Education, U. S. Dept. of the Interior, as follows: "The state's Investment Is far be low what ... Is desirable and nec essary; It Is far below what should be expected of Oregon. This applies not alone to the physical plants of the normal schools but to the level of instruction provided. "Only two of the 42 states In the union that maintained normal schools or teachers' colleges In 1928 gave these institutions less money for their support than Oregon. These states were Montana and South Car olina, and even they are not far be low Oregon, although Montana has not much over two-thirds the popu lation, and the teachers' college In South Carolina Is maintained for ne groes only. "Oregon's capital Investment In 1930 does not compare favorably with the amount Invested by other states in 1928. Oregon Is, on the basis of these figures, fifth from the bottom, again with the doubtful dis tinction of surpassing Montana and South Carolina and, In addition, Ar kansas, "Thirty-five states maintain four year teachers' colleges for the train ing1 of elementary teachers. Oregon .has none." . Thus It appears that Oregon's nor mal school rating falls somewhere between the thirty-sixth and forty second places and not In the forty seventh place as allegedly stated by Mr. Ball. The Ashland faculty are to be commended for their zeal In call ing public attention to these im portant points. Unanimous opposition to passage of the Zorn-McPherson measure to merge Oregon's schools of higher learning has been voiced by the Bankers' as sociation of Jackson and Josephine counties. John Puller, former secre tary of the Ashland chamber of com merce, announced here yesterday. The following resolution, Inviting the op position of the people, was passed by the association: "We. the members of the Bankers' Association of Jackson and Josephine counties unanimously oppose the so called Zorn-McPherson measure to be voted on in the general election In November, believing that the ef fect of the passage of this measure would tend to harm and disrupt the entire educational system of the state and we urge the continued sup port and maintenance of the Normal schools believing the present set-up with three schools advantageously lo cated tends to the best results along this line. Therefore, we urge all voters to register and vote NO X 317." I Ed: Note: We are always glad to correct any misunderstanding and have no doubt Mr. Lyman quotes the bulletin of education correctly but he does not correct what ap pears to us the main misunderstand ing. According to our files, Mr. Ball maintained the Oregon normal schools rated forty-seventh in EFFI CIENCY. There is nothing in this report regarding efficiency, but only capital Investment. The statement Mr. Lyman alludes to merely declar ed Oregon normal school have never been rated by the bureau of educa tion, in order of efficiency. It is conceivable the Oregon normal schools might rate 47th pr 36th in cost of capital Investment, and still rank very high In efficiency or qual ity of work done. Grahams TO SIM SOON Surfacing of Sam's Valley second ary highway, between Gold Hill and the Crater Lake highway, will start next Monday. The grading of the road, w.hich has been in progress all summer, was completed last Tues day. It Is expected that the grading will be completed ere the winter rains come. Work on the Green Creek unit of the .Pacific highway, between Grants Pass and the Jackson county line. will start as soon as possible. The contract has been let to Baker & Dunn of Klamath Falls. The first work will be the grading. The num ber of men employed depends on the amount of equipment the contract ors will use. It Is expected that the labor will be drawn from residents of Josephine county and the north end of this county. Norton, the Jury will be excused for the next two weeks owing to the fact that a number of local attorneys will be busy in the federal court, which opens lta south ern Oregon term next Tuesday. The Kunkel-Mee litigation over land and water rights was expected to last a cflsfcple of days but has been lengthened by new legal ramifica tions arising. It la expected to go to the Jury late today. The court will hold the regular Saturday session In Jackson county and next week will hear a number of equity matters and motions. BACK TO DALLES Richard Morton, 34: Richard Glle, 24, and Eugene Wright, 21, arrested by the state police Thursday night while traveling on the Pacific high way armed, will be returned to The Dalles. Ore., today to face a robbery charge. The trio are alleged to have robbed an old man of 9100 and to have tortured him, in an effort to make him tell where he had his wealth hidden. Morton, according to the state po lice, has a family camped In the south end of the county. He claims to be a resident of this section but the authorities classify him as a tran sient.
