POR LEGION MEET PORTLAND. Ore., Sept. 13 (AP) Portland hotel proprietors literally cleared their decks for action today. Lobbies of all downtown, hotels were denuded of all ruga and movable furniture, except plain board tables and the undertaker parlor variety of chairs. Laundry bg underwent msjor ope rations unfitting them for carrying water. All this despite the assurance of Henry L. Stevens. Jr., national com manaer or tne American iegion. mat. his boys .no longer are. If they ever were, rowdies, and episodes at some previous natlonnl conventions would not recur. During the convention tn Detroit, laundry bags filled with water, were dropped from hotel windows during the Legion parade, and pillows were silt open to waft their feathery ln sldes over the parading thousands. Stevens explained that the "camp followers" rer-lly have been responsi ble for some of the episodes In the past The Legion commander Invited Portland clergymen to attend the convention sou Ions to see how de corous the Legion ts. At the same time, Stevens requested department commanders to Instruct their groups that heckling of "distinguished guests would be frowned on." Warning the department command ers that in previous conventions hecklers have been "planted" in the audience, Stevens voiced the hope that the "distinguished guests" whom he did not. name, would avoid contro versial subjects. The other la President Hoover's great and good friend. Hands Off Those close to the president are authority for the information that he will pursue the policy of bands off In etate contests. Be that as It may, however, there le Ogden Mills, secretary of the treasury, a New Yorker and probably the main stem In President Hoovera campaign for re-clcctlon. What will Mills do? That's the question that Interests observers la the capital. Davlaon, a member of the admin istration, already haa definitely gone to bat for the president. In a re cent epceoh before membera of the American Legion In New York ho staunchly upheld Mr. Hoovera' ac tion In clearing the bonus marchers from the capital, Donovan was In the front ranks of the Hoover supportera In the cam paign of 1928. Added to that he la a personal friend of President Hoo ver. His ambitions for a cabinet post In the Hoover administration went a-gllmmertng when William D. Mit chell was given the post ot attorney general. If administration favor Is to be bestowed In the contest for the New York governorship, where will It go? , If Donovan la smiled on, tAien Da vison, who already haa upheld tbe administration, will suffer, capital observers believe. On the other hand. If Davlaon la the favored one. thwart ed ambitions In 1928 may rankle again and cause a dangerous situa tion. Too, Donovan won tame as a soldier in the world war. Conceivably ill feelliv on his part might affect the soldier rote in the presidential campaign In New York state. Eye Al Smith The Democratic state convention Is no less eagerly watched, but for a different purpose. It's Al Smith who provides tho Interest there. Some observers around the capi tal are laying odda that It will be at the New York atate convention that the Brown Derby position In the coming campaign will be made known definitely. They think lt'a pretty safe bet that Al will apeak out then. With Lehman, friend ot Roosevelt and Smith alike, a candidate for the gubernatorial nomination, there per ,hapa could be no better time for Al to speak hla mind. 1 Farley Repeats Roosevelt Boast NEW YORK, Sept. 12 (AP) Reit erating his prediction that Franklin D.
