when will the cupidity. Indifference
and lack, of courage of the people
In public affairs cease, and an effort
made to at least put a check to the
jrultures."
This matter was tried In the cir
cuit court of Jackson county on a
contempt chaige and was appealed to
the supreme court court of the state
of Oregon, and there wn decided by
one of the great Jurists of Oregon,
Chief Justice Thayer, who, like Judge
B. D. Norton, was a Democrat, His
opinion la one of of the all time
classics of Oregon Jurisprudence. It
to quoted In part aa follows:
"For what purpose or with what
Intent, the appellant published the
aald matter, unless It were to create
an Idle, silly sensation, la an enigma
Bis doing so probably resulted from
freak; of spleen. He certainly could
not he a expected to gain any ad
vantage from such a profusion of
extravagancy, or have supposed that
half-witted person, even, would
give any credenoe to his grotesque
account of the affairs of Jackson
county referred to In his production.

brained lunatto should print such
absurd, ridiculous stuff In a news
paper. Is difficult to Imagine. The
Indulgence In such shilly-shally by
maiiMrs of newspapers Indicates a
mania on their part to abuse, vllllfy
and Insult officials selected to admin
ister the affairs of government, how
aver devoted to the publlo Interests
those officials may be. Such a course
only tends to Incite anarchy, the
most dangerous and dreaded enemy
with which a republican government
lias to contend. It is well known to
this court and to the community
generally, that no such condition In
the Judicial matters of Southern Ore-
son as the appellant endeavored to
represent exists, and that no such
abuses as be depicted prevails there;
but, upon the contrary, that Justice
Is as well and faithfully admlnl
tered In that locality as ln any other
part of the state. Yet the appellant,
the editor of the newspaper, whose
desire should not only be to have
upright and competent officials nl
the administration of the local af
fairs of his section, but where he
consistently can, take pride In hav
ing them so regarded by the com
munity and the world at large, makes
use of his position to traduce and
degrade them. Instead of attending
to his business of Imparting useful
Information -Instead of assisting ln
building up the community and Its
Institutions, be acts the part of an
iconoclast. The course pursued by
such persons Is a positive damage and
injury to society. It Is a poor re
quital for the faithful services of the
learned Judge who presides ln the
first Judicial district, and whom the
people tberbof selected to determine
the law ln their matters of differ
ence, to subject him to a wholesale
charge of dereliction of duty, coming
from whatever source It may .
"It appears to have been a vague.
wanton, fault-finding In regard to
the general manner ln which official
duty ln that part of the state has
been performed, not arising to the
dignity of a criticism, nor entitled
to any notice whatever. If the pub
Ushers of such contemptible articles
are left alone to breathe and scent
their own fetid exhalations. It will
be the most suitable punishment
which can be Inflicted upon them.'

the committee today Mlas Adra
Edwards. No decided change has been
noted ln the standings of the other
candidates, the Lions stated, but to
night's count Is expected to bring
some upsets.

nection with the contest, James Hall,

the same month a year ago, accord-

There were 10,864 registrations made;
by tourists last month compared to
19,663 in July, 1031. ;
This heavy loss during the past1
month placed the total number of
non-resident permits for the year 8.8
per cent lower than for the first
seven months of last year. For the
first seven months of 1032 there has
been 00,067 outside cars registered,
compared to 04,878 over the same pe
riod last year.
Fall non-resident traffic is expect
ed to be heavy because of the na
tional conventions to be held ln this
state, and the state department pre
dicted the totals for the current year
will be more than last season.
Predicting one of the largest sal
mon packs ln the history of the
Alaskan country, E. B. Hanley has
arrived here from the north for a
several days visit with Mrs. Hanley,
who la ln Medford for the serjon.
Mr, Hanley owns the Nellie Juan
cannery and states that fish are very
plentiful this year In the north, one
cannery having already put up 330.

posed of 48 one-pound cans, which
doesn't Indicate a very good price for
cannera of pink salmon Jn this state,
local conservationists pointed out today.

G.O.P. CHALLENGE
The Democratic party of Jackson
county Is feeling of Its oratorical
oats, and Is making ready to nail
the hide of Republicanism to the
barn door. Last night at a county
central committee, the Democracy
of Jackson county met, and Issued a
challenge to debate the Republicans,
of the "political Issues" ln a hall
not the Bill Gore corner. They
delegated Attorneys E. E. Kelly and
Porter J. Neff, as their "mouth
pieces. Both are able speakers, and
veteran skinners of the Republican
party, and all Its works. Either one
or both, can peel the pelt off the
O. O. P. with one one hand tied
behind them.
The Democrats nominated H. T.
Autrey of Ashland, to oppose A. C
Walker, for county treasurer, ln the
fall election. Autrey's name was
written ln at the primary. John
Plttenger was nominated to oppose
L. A. Roberts of Ashlsnd for Justice
of the peace.
County committee vacancies were

PIPES PETITION FOUND
Checking of the names on the pe
titions filed by A. W. Pipes of this
city as an Independent candidate for
county Judge was completed yester
day by the clerks. Four hundred and
ninety-nine names out of the 044
submitted were found to be duly
registered and legal voters. Only 287
are required to place the name on
the official ballot.
Farm wastes total about 360,000,

PACKING PLANTS
Picking got underway In full swing
ln the orchards of the valley this
morning, and most of the packing
plants of the valley are now ope
rating on reduced basis. They will
all be under full capacity next
week.
The Growers' Exchange and S.OB,
plants started this morning. The
Pinnacle, American Fruit, Palmers,
and country plants started yester
day. The Bardwell plant will start
Monday,
Three or four cars of Bartletts are
scheduled to leave today for Port
land, for export shipment to France.
They were consigned by the Pin
nacle company.
The labor situation remains tin
changed. Harry Moore laued a -U
for all local packers to report to
him. The claim Is made by local
workers that California packers are
showing up at some of the plants.
A check at one plant. It Is said,
showed about half the autos parked
bore California licenses. It Is charged
that California boss workers bring
along wives and cousins and friends,
who secure places.
Orchard tats generally throughout
the valley are Insisting that all ap
plicants show local labor cards, and
before giving employment, investi
gate their authenticity. Some of
the orchards are insisting that one
member of a family be employed,
so the work and wages will be
"spread farther."

Work of laying the sidewalks on
the grounds of the new county court
house started yesterday and Viey will

Removal of the equipment of the
county offices from the present quar

August 23, and applications have been
received by the county court from
two local citizens for the work.
The final coat of paint is now be
ing applied to the Interior. Installa
