Mott, and also to enjoin the pay ment of fees to various persona who serred as Investigators assisting Gold stein, Is demanded In a suit filed In circuit court today. Not Commission Function ; The contention of Illegality of the claims la that the course of Investi gation, which Involved much travel ing about the state to Interview wit nesses and line them up for the prose cution which took place in the cir cuit at Dallas and other place waa not a proper function of the state corporation commission, and that Mott aa commisfltoner had no au thority to autiiorlBB this expenditure of funda from the corporation de partment's account In the general fund of the state. The complaint does not aay so In plain terms, but Its implication Is that since Goldstein waa acting as a pavtl prosecuting attorney and as an assistant attorney-general, the function performed by him and his aaalstant were duties of the offices of district attorney and attorney general. Big Sum Paid Is Claim The three suit in which Goldstein was employed were the Empire Hold ing company case which was tried at Dallas, the case of the State against Johnston and De grace, Involving the Prudential Savings & Loan associa tion, and the case of the State against Chad wick and Welcome, a Deschutes county case. He was assisted by Smith and Ooagrove, It la claimed. In the Empire case; by Brown In the John ston and Degraoe case. No specific sum of money are giv en in the complaint. But It Is said that the records show that approxi mately 99000 in attorney fees has al ready been paid to Goldstein from Copies of an endorsement by Gov ernor Meier of three Initatlvs meas ures sponsored by the Oregon Tax payers' Equalization and Conserva tion league have been received In Medford. The endorsement follows "X earnestly endorse the three Ini tiative measures sponsored by the Oregon Taxpayers' Equalization and Conservation league for submission to the people at the election to be held on November 8, 1932. These proposi tions are designated by abort ballot title as follows: "Tax and debt control constitution al amendment; "Tax supervision and conservation bill: "Personal Income tax law amend ment bill. "The first would add a new sec tion to the Oregon constitution, of the nature of an enabling act. bring ing all taxing and debt Incurring powers under Umltatlone and control to be provided -by general law. "The second measure Is an Im proved Oregon plan developed from the tax supervision and conservation plan In effective operation in Mult nomah county during the last twelve years. This measure would provide for a non-salaried board of three real dent citizens and taxpayers In eaqh county, empowered to approve or dis approve Items In all local budgets and to make advisory recommenda tions on propositions to levy special taxes and to Incur Indebtedness;; it also provided that appeal may be taken to the state tax commission for review of any order of a county board, either by the levying body or by ten Interested taxpayera. The third measure would amend certain sections of the personal in come tax law, making the same a more effective revenue producer and a better equalizer of the general tax burden. All additional revenue so derived will offset and reduce, to the same extent, direct tax levtes on property for state puposues. These three measures have been carefully prepared and embody a constructive program for the reduc tion and equalization of taxes, for ; both state and local purposes.
