CHANGES 10 LIFT 'LI (Continued frum rage One) give thoughtful consideration to the provisions of our present Income tax statutes and suggest amendments thereof that may appear desirable," the governor stated In listing his recommendations. He bad previously recommended a general committee to work out the combined tax con trol plan. "I earnestly recommend that this body, through the studies of an ap propriate committee, give serious consideration to the subject of ad visable consolidations of local units of government, to the end that tax ing and borrowing powers may be centralized and co-ordinated and that responsibility for expenditure of public funds may be more definitely allocated," the governor continued. Would Merge Schools. MAs an Important function of such a committee. I suggest that a care ful study be made of the county unit system for the reorganization of school districts. Our present county unit plan, In optional effect since 1921, has thus far been adopt ed in only three counties. The law apparently requires Improvements to make it more acceptable to other counties of the state. "2 also suggest that this commit tee make a study of the county unit system In effect In the state of Utah where, as I am Informed, there are only 40 school districts In the entire state, as compared with aome thirty-one hundred In Oregon. I am also advised that, under the county unit system, general effic iency in elementary education has been materially advanced In Utah and, at the same time, that currem per capital educational expenditures are far below those ot any other western state, the comparison given between Oregon and Utah being 100.08 In the former and 876.02 in the latter. Salaries IneqoaL "The need for some fair and rea sonable plan In the fixing of sala ries of publlo officers and employes is apparent. This matter has so long been handled without consistent process, In utter disregard of rhyme or reason, that wide differences and inequalities have resulted In rates of compensation for similar service-. While this Is a difficult problem It is not impossible of solution, and I suggest that the subject be assigned to a committee of this league for study and recommendation.'
