determination to use local labor
and materials in so tar as possible
in construetins new school huild

ing this are being written into all
contracts. Local labor is defined
in the school board's statements
as follows:
"Kirst Persons actually having
residence within the limits of
school district No. 4! on December
1, l:to.
"Second Persons who may move
into school district No. 49 after De
cember 1, !i::o, prnvidin!; such per
son or persons huvo become actual
home owners within the district.
"Third Persons who own real
property within the limits of school
district No. 49 on which he or she
is liable or subject to pay a tax,
even though such persons may not
actually be living; within the limits
tif the school district.
"All persons employed by any
contracior or other person to do
work or perform service in connec
tion within the erection, alteration
or equipping of any school build
ing within the school district will
secure such employment only upon
j presentation of a card obtained
from the office ot the school board
identifying him as local labor, and
! no contractor or other employer
shall engage any person for em
1 ployment in connection with the
' construction or equipping of any
. school building unless such person
I shall first present a labor identifi
cation card secured from the school
office.
"A local labor identification card
will he issued by the school office
to any person qualified to hold one.
Persons not known to the school
j office must be identified by some
i one who is known to it. The cards
j are not transferable and may be
I revoked at any time if secured by
, misrepresentation or if the status
I of the holder o.hungoB. The pos-

: secured. When equally competent,
available and willing to work mar
ried men with children will receive
first consideration when employ

"If. In the course of the construc
tion of the school buildings. It shall
appear lo the contractor that out
side labor should bo brought in
either because of n shortage oi
home labor or because ot the need
of some special type of labor which
cannot be supplied within the
school district, such contractor
shall appear before the school
board or its representative and
! make his showing. If in the opiu
' ion of the school board the con
tention ot the contractor is justl
! lied, the board will either supply
the labor locally or allow the con
J tractor to bring in the needed la
: bor. Kach ami every laborer or

side, however, must be approved
by the school board for cause and
a record kept In the school office
of all such employes, open to in
spection by any citizen of the
school district.
"The school board ot district 49.
Jackson county, Oregon-, -further
announces, that on nil bids on
work, or materials needed or to be
used in the construction or equip
ment of Its school buildings, that
it will favor local contractors, mer
chants or tradespeople by granting
to them on any nud all bids en
tered in competition with outside
bidders a margin of 5 per cent of
the lowest bidder's bid, or such an
amount thereof as may bo neces
sary to throw the bid to the local
man.
"In Its effort to favor local la
bor, local contractors and local ma
terials, the school board surren
ders none of its prerogatives. H
will not be unmindful of the inter
ests of the taxpayers nor its high
est duty to the schools.
"In the case of 'holdups' or what
the board considers unreasonable
demands, or prices, or conditions
imposed whether on the part of la
bor, local contractors, or local fur
nishers of material, the board re
serves the right to revoke prompt
ly any or all favor clauses in this
statement of position, which are
being abused, and throw the mat
ter open to outside competition on
an even basis, if that should be
come necessary to protect the
proper interests of the taxpayers
and the schools."

Cheeso Snuro
2 tablespoons butter '
4 tablespoons flour
2 cups milk
J teaspoon salt
Few grains pepper
1 cup American grated cheese
Melt butter In saucepan, add
flour mixed with seasonings and
stir until well blended, pour on
the milk and stir constantly, cook
ing until thick. Then odd tho
cheeso which has been carefully
grated, and cook slowly until tho
cheese fs melted.
Mock Goose
Parboil a leg of pork and ro
smove the skin. Hub with butter,
sprinkle with powdered sage, salt,
pepper, bread crumbs, and finely
minced onion. Roast in a moder
ate oven until tender and nicely
browned. Hake a well-seasoned
bread dressing fn the pan with the
pork. Serve with fried apple rings.
Buktxl Cabbago and Tomatoes A
Fine Combination
3 cups chopped cooked cabbage
1 cups well-seasoned tomato
sauce
1 cup grated cheese
1 cup bread crumbs
Halt
Pepper
Put alternate layers of tomato
and cabbage In a greased baking
dish. Sprinkle each layer with
cheeso and crumbs, salt, and pep
per. Dot top with bits of butter
and bake in a slow oven (300 de
grees Fahrenheit) until thorough
ly heated and slightly browned
20 to 30 minutes. Serve with meat

ruary. Individual Mock Venison Plea
3 pounds round steak
1 teaspoon aalt
Pepper
3 tablespoons flour
2 cups carrots, sliced
cup turnips, sliced
I cup potatoes, cubed
fi small onions
Cut beef into one-inch cubes.
Sprinkle with salt, pepper, ond
flour. Fry In a little fat until
brown. Cover with boiling water
and cook one hour. Add carrots,
onions, and turnips and cook fif
teen minutes longer. Thicken
gravy with a little flour smoothed
in cold water. Add potatoes and
pour into Individual ramekins.
Cover each with a crust of flaky
pastry. Jiako In a hot over ( -ir
degrees Fahrenheit) for ten min
utes, then reduce the heat to 3-5
degrees Fahrenheit, and cook for
forty minutes longer.

ate for the Washington's liirthday
luncheon.

Poll, skin, and trim a good
sized beef tongue. Hub tho eur
faco well with one-half teaspoon
ginger and ono teaspoon allspice.
Slicu a small onion and fry It In
butter. Dredge the tonguo with
flour and brown It In tho onion
seasoned butter. Put In a casser
ole. Make a sauco by blending
one teaspoon flour with the fat in
1 the pan and adding ono cup
stock, the Juice of ono lemon and
one-half cup scedod rulsins. Pour
Huh sauce over the tonguo and
bake thirty minutes.

To the meat which has been put
through the food chopper, add the
cracker crumbs, rolled fine, the

into a loaf 9nd place In a wello
buttered loaf pan. Lay two or

! top. Place In a 400 degrees Fahr
enheit, oven for ten minutes, then
continuo cooking at 350 degrees

with tomato sauce.
