Under the law. two grand juries cannot be in existence at the same time, .and it. is obligatory that the regular grand jury be officially dead, before a special one is drawn. . Circuit Judge Norton received a telephone cull from Governor Norblad asking him to call the special grand jury. Later a tele gram was received confirming the request, and a letter to the sumo effect is due today. From Hogular 1,1st The special grand jury will be drawn from the regular jury list of the county, by the county clerk, the eligible names being placed in the box and drawn. Assistant Attorney General Wil lis V. Moore has been assigned to conduct the special grand jury probe and will arrive in the city today. The special grand jury is scheduled to convene tomorrow morning at 9:30 o'clock. Twenty-eight witnesses w ere called before the first grand jury, and' it is'expected the same num ber.v at least, will appear before the 'hpecinl session. As a result of the conference hehl yesterday between the county court and members of the Jackson County Humane society. .Mayor K. M. Wilson and Eev. William 11. Hamilton, relative to the collection of tioR taxes, the county court agreed to consider a proposition whereby the drK tax would be col lected on a commission basis, un der the auspices of the humane so ciety. The county does not delinquish any of its riKhls as set forth in the Btate law and If the city ordi mtnee conflicts with the state law the state law comes first. This eliminates the so-called "double tax" for dogs whereby Medford residents, or some of them, paid a city tax ami a county tax. Various angles of the doK tax situation are beiiiR worked out to day and it is expected that the plan when, and if. adopted will go into effect very shortly; ' Means Thorough Job Members of the county court feel' that with the license collections' on a commission busis the collector ; will have more incentive to work (ban if paid by the day, and that! with the work under the auspices j of the humane society a thorough job will result. Last year the county paid $2205 in claims for sheep killed by dogj and with an estimated population I of at least 25(10 dogs in the county, with a license of $2 for males anil $1! for females, it is figured it all dogs are tagged the receipts will equal the bounty. The dogs are rated on the tax list at 10 cents valuation. Some of the fancy dogs cost as higu as $S0. Hut (iiey stay in the house most of the time. - There are also plenty of plain dogs in the city on which the country folks blame all the sheep killing and chicken chas ing. It is said that a city dog can no more resist chasing a band of sheep than ho can keep from bark ing at the moon. Many in County On the other band, it is claimed by town people that a country dog is trained to crawl under tbo barn when he sees a stranger coming, and that he is just as fond of sheep as a city (log, If not more so. Some of the rural residents have from two to 11 dogs and it is no balm to pay licenso fees on the herd. Last year James Grieve of Prospect admitted ownership of 14 dogs on which he paid the fees. In some sections of the county it is not considered good form for a uog to have a license. The state law provides that if the owner of a dog does not feel like paying the license, and will not lot the dog catcher kill the dog. he can be yanked into court and fined $10 and have to pay for the license besides. The dog killing is the duty of the sheriff. Sheriff Jennings has announced, like Charles Terrill lie fore him. Ibat be "would no more kill a gooil dog than he would kill a county commissioner." it is probable that the official ilog catcher will be imported.
