IF WE HAD A WE ARE indebted to Hector MaePhcrson of Corvallis for the following editorial with the principles of which the Mail Tribune agrees: Two or three recent editorial comments on the cabinet form of government constitutional amendment indicate that the writ ers believe that the recent unsettled political conditions have tended to create distrust of the cabinctplan. It was, staled that the aiii'-ndliienl would place too much power in the hands of a radical or erratic governor. The dismissal of ! ml; Sawyer from the public service commission by (lovcrnor Nurbald and the assumed radicalism of the late Kenator Joseph were cited as reasons for the distrust. Kortunalely our experience under (lovcrnor Norblad (jives us material from which wc can compare our present system wilh. the proposed cabinet form of government. TPIIIC most important part of our reorganization scheme was achieved dnrini; the last session of the legislature under the higher educational consolidation act. There was one va cancy tinder that act which (lovcrnor Norblad filled. Herman Oliver's term expired and necessitated an appoint meul which is one of the most important non-salaried positions within the gift of the governor. Why was Herman Oliver reappointed.' lie was reappointed because the terms of I he higher educa tional act made irresponsible action impossible. When vacan cies occur between sessions under that act, every appointment must be endorsed either by two-thirds of the senate or by two thirds of an interim eonunitteec of six senators. The knowl edge of having to face men like Senator Corbett of Portland, Senator Kddy of Hoseburg, Senator Slrayer of Itaker, or Sena tor Willard Marks of Albany, who are members of tin! interim committee, for the approval of his appointments would have a sobering effect on any governor. ; OMI'AnK the appointment of Herman Oliver wilh the dis missals anil appointments of other officials under (lovcrnor Nfiffclnd and wo have the contrast between our present system and the proposed cabinet form of government. The cabinet system makes responsible, carefully considered acliun a neces sity for every governor. This is vouched for by the foremost political scientists from their knowledge of the operation of the cabinet, system in other states. Walter I Dodd, head of the department of political scienej in Yale University, says: "A departmental organization fixes responsibility, whereas without it there is no opportunity to hold anyone responsible for misconduct." In reply to a questionnaire dealing with this subject, Pro fessor Dodd says: "My own feeling is that a poor governor is brought into a position where there is better opportunity for chocking him up and that a good governor has a much greater opportunity to develop an efficient administration." Prof.. John A. Fairlie of Illinois says: "State administra tion in Illinois under the new code in my opinion has been dis tinctly better under, a poor governor than it would have been under the former disintegrated system." Prof, John M, Mathews of Illinois says thai the cabinet plan "promotes publicity and acts as a deterring influence against the commission of the more heinous forms of betrayal of the pilblic trust." ' Scores of other quotations could he given, all proving that, the cabinet system is the most effective test raining influence upon a weak or vicious governor. Hut It is my bounden duty to point out thai nature alo gave man his repug nance for castor oil; and further that the acrid principle of castor oil is an Irritant.
