Mr. Wing stated that he under-j

required a matron, under pollc" !
department auspices, mid who shall
be paid by the owner of the dance
hall, to hp on duty a I .each public

had never been enforced.
The council and mayor briefly
discussed the ordinance spoken of.

Mrs. 1''. V. Swantonof Portlnn.i,!
manager of the Oregon Humane
society, accompanied by Mrs. Sid

society, addressed the council, de
tailing the humane work among
children, dogs and cats by that
organization, and strongly recom

the dog license fee ordinance, col
lect the local license fees and turn
the proceeds over to the local hu

Mrs. Swanton strongly condemn 'd
the state dog tax law as n vicious

cities, nnd declared that tho. city,
council could have Its own -lng :1K
