TEX RANKIN SET rnDmpuiTDnM iuiuliuiii i hum i BORDERTOBORDER MOSCOW Almost evervono in cobl and dreary Russia has :i wood -pile, even the city folk era m tied In overcrowded apart ments. Coal is seldom used ex cept in industries and on the rail roads, central heating being a rare luxury. Wood ranks with bread as a n essential commodity. The forest s. like everything j else, are owned by the state. Kven ; w hen there Is wood near his vil lage, the peasant is not supposed i to fell trees to keep himself warm through the winter. In theory be is allowed to pick up fallen 1 limbs a ud tear out underbrush, but he must not touch standing ' 1 trees with bis ax. In practice. It is different. Kadi autumn the city fork be- -w.i i I a shortage of wood. In this.-, socialist state the government in supposed to cut , it, transport it . ami distribute ji. perhaps the man in charge of this activity de- , voles some of his summer to a, -holiday instead of to laying in supplies f,,r the winter. That is where t ho Nepntan, or . private trader, comes in. Ho la permitted to buy the wood from the state, either, after It is cut and stacked in the forest, or at the .railhead. - He transports It to the city and . sells it. Furthermore, he will deliver it to your door, whereas one who buys from th state must get the wood at the woodyard and bring it home him self. The Nepman charges more than tho government yard, but h always ha wood on hand. Tho same is true of most othet needed commodities which beeomi scarce from time to. time. While ibe government shops ration but j ter, eggs and other food, the Nep I man will sell you all you want. I Rut he charges you n dollar pound or more for his butter, and regular Christmas season prices ; for his eggs. His excess profits', are . not all his own. for the gov-" eminent taxes him highly to try to prevent tho growth of a new bourgeoisie On the grave of the exterminated middle class.
