McOlain, superintendent jt' public utilities of the city of Kit gt.ne, y,aUl today that the new pow er plant of the city, being con structed at Leaning on tho Mc.KeJi y.le river, will be completed in No vember. America's national land defense i which President Hoover regards j as a possible place tb prune the i country's budget. They are: Development of an air defense under the five-year progressively expansion prog rani of 1 it 20. Increased expenditures for army, housing. The cruiser building program of the navy. The exhaustion of war tinie supplies. Two of these same factors, avia tion development and exhaustion of war supplies, apply equally to increasing naval costs. With th navy, however, one tn I'.il- m:unf prospective upward jumps of ex- pemlitures has to do with construction of new cruisers. What will happen in that gard, as 1'resident Hoover tho has pointed out, depends on the suc cess of negotiations for further na va Iredud ion trea t ies. The president's announcement that he would appoint a hoard of army officers within the gen eral staff to find out what can he done toward reducing military expenditures, bus like a stone I cast into a quiet pool, caused! many rippMcs of speculation as to where and when reduction might j he made. j At a time when the business of j merchandizing the war machine is j of increasing Interest and import to all nations, the projected study of costs has caused wide discus sion. The president has pointed out that the national defense outlay for 1!33 Will be $ SOU. 000. 000, some $120,000,000 more than sim ilar expenditures for the fiscal year just ended. Uo. compared that with pre-war expenditures for military activities of the army and navy of $200,000,000 annually. Aircraft cost plenty of money. The big army bombers range around $('.0,000 to $7 0,1)00 each. The navy spent $ 1 34,000 alone for a single giant experimental patrol boat -the XPY-l. The two 0,000,000-cuhic foot navy, dirigibles now building will cost $8,000,000: an experimental metal clad dirigible under con struction for the navy will repre sent an expenditure nf $3 00,000. I'nder the five-year program, $8T,7 A0.750 was set aside for navy air planes in commission M that time. The army, under the same program at the end of the five years will have 1,800 planes ready tu range the skies. The army accounts for the 1 Increase as being due to automatic advance of officers to higher pay rates, an increase in officer strength of 200 to pro vide for additional officers for the air corps: an Increase In t he retired lists for officers and en listed men, and increased amounts expended for construction of bar racks and quarters. Where, runs the popular ques tion, are obsolete military arms that the president hopes may be done away with? The cavalry? Hi ft, technicians point out, if tho man on the horse is done away with by mechanization, his place will have to be taken. Ho will have to be superseded for tactical purposes by soldiers in armored cars. Another conjecture Is that It might be economical to concen trate the A niertean standing army at one or two posts in the conti nental I'nited Stntes.
