Wyoming, voted for it. Four republicans stood by President
Hoover, and four democrats; voted against him.

NOW SENATOR BORAH, who was President Hoover's most
effective supporter in the campaign, says he will support
the debenture plan if sonic provision to restrict production is
included.
That is a big "if." .The fatal, weakness nf the debenture
plan is idenlical with (he chief weakness -of the MeNiiry
Haiighen measure. There is no provision lo re.stricr. acreage.
and without such a provision, the purpose of Hie bill is defeated
nluomatically by the law of supply and ilemand.
A strange situation! The farm subsidy scheme was an im
portant issue iu last full's campaign. The opponents of the
measure won an overwhelming victory.
And yet we find republican joining with democrats to re
pudiate the "voice of the people." The situation gives some
idea of the difficulties which President Hoover faces in securing
the legislation the people of this country demanded at the poffs.

justify disregard of law,' under the guise of personal liberty.
His arguments in favor of the enforcement of all laws, re
gardless of 'the individual's personal views regarding any one of
them, seem to us unanswerable. , ,
If there arc "answers" in opposition to the president's
stand, then the time will soon come if it has not come already
when the apologists for dry law1 violations must get up on
their hind legs and publicly present them.
Let lis have "answers," for example,, to the following state
ments: If a luw Is wrong, Its rigid enforcement Is the surest gtiaranly
of II h repeal. It a luw is righl, lis enforcement is the quickest
method for compelling respect for It.
