South Carolina, Arkansas, Toxas, New Mexico, Oklahoma, Kansas and Wyoming are the only states without state regulation of com mercial signs and billboards. Control In atatca is widely diver sified, with soma barring all-signs from certain sections while others have wide limits within which the billboard operator and sign poster may function. Connecticut, Massachusetts and Vermont have the most rigid laws.
