The atldresH fidlowjt: (ieutlemen of the rouncll: Hy a mnjnrJty of tlte electorate of the peoplo ojVMf.dffircI We have l.ecii corntiiissicmed ;i a body to administer tho affairs of govern ment tor the next two years, and unless removed from office either by death or for cause, it will he our duty to bear the responsibili ties of our eity government dur ing the ensuing- blehnlum. We have accepted this responsi bility and our oath binds us to a f task. It is unnecessary for me to j remind you that this responsibili-1 ty must be met in the spirit . of j patriotic service to all classea and all sections alike, Our interest p should and must be the develop ment of Medford as a whole, for u pon t h is basis a lone ca n we go forward in an orderly and healthy manner. Misunderstandings may arise and mistake will occur this because we are- human. Hut -if wj-mee? the issues as they arise, with open minds, and with honesty of purpose, we can de pend ipon a favorable verdict from the great majority. "We can not hops to he loved by every In dividual resident, b,u( If we do our duty conscientiously we can com mand the respect of all of the people. i As chfef executive it will not he mv policy to attempt the usur- nation of autocratic nowers, J 1 shall choose rather to assume only an eeual nortion of the responsl-. bitities along with the other eight members of this body. In coun sel there is wisdom and solution of even the most difficult prob lems. In dictatorship there is rat i 4 " ' disharmony and .disintegration. Ijrapidly this development may shall endeavor to assume only such 'lendetsMp as Is becoming to the office I hold, and in keeping with the uignily of a city of the high character accorded our be loved city, not only In our own state, but throughout the entire Pacific Const country, and in this 1 shall confidently seek your coun sel. IiKrrwxfl lemand With the rate of increased popu lation which has taken place in Medford during the pust few years a h o come increased demn nds for civic Improvement and expansion. Through the spirit of "all together", "pull to-j gether" we shall go steadily for-1 ward and each year will see the unfolding of our dreams. Hut let me warn you our dreams will not come true at the end of a Pip Van Winkle slumber. Intelligent, hard work must be done In the development of a city beautiful. Medforti Fiirtiinnle Fortunate, indeed. Is Medford , whoso full- name has not been ; muuiIkcJ. hut honored by her ser-i vauta of former administrations. 1 Mayors and touni Ilmtyi in the past have been nu n of integrity and ; high ideals. They have ' clven ! Xo city in; the Inited States can boast of one : I better. This is the crownini; j (achievement of the retiring ml-j mtniMraitun, anu pernaps uu ; I notable in the history of our city, j Let us, as fervantn of the ieo fple, carry forward the ood work. jTwo or three problems of major importance to the lire nnu powm of our city immediately confront us. We have trrown beyond the confines of a country -villas- and have become the commercial cen u r for a vast area, thus hrlitfcinK to our city putromiKP of shop and store and Industry, from a dis- tiinc - p e(ualled by only n f'W cities In the state. Ill addition to tills the irreat I'uclfif highway, yiold- linn its beehive of truffle, pours into our city thousands of cars daily during the peak of the tour ist season. Trnffit rrobU'm These conditions have brought ahoitt a traffic eonsestion uponiL'3 on his 4iuo-tiiiie itiKtu Greets whh h our officerH not rope wiin under exismu, . - " dents alone are purchasing H00 new nutomohib-K each year, there- fore the traffic problem becomes t more and more acute as tin j the park area to meet needed de mom hit go by. I would ref om- jnilinds. mend a more rigid enforcement j with these issues will also of existing ordinances, not spas- (.omo many others, as a natural modiealiy, but every week and 'condition incident tothe life and every month in the ye.ir, and the development of a rapidly grow- enactment of nddllloual one relieve the pressing sit uatiutt, Aviatlem Aviation is another matter with which we must reckon if we are to hold the supremacy Medford has already gained. We are for tunate In the possession of geo graphic advantages not enjoyed bv any other city in the state. lot even this advantage is not in- fallible and it virtues alone wilt not bring to us uie gret j terminal which appears to be within our grasp, unless we pro- Tide an adequate landing ueut xo - eet the inevitable rapid develop-1 nent which is immediately ahead Of us and which is already tatung place in all sections of the Vnitett States. As one citation I might mention the fact that within a few hund- red miles of Medford, located at ; Seattle, Washington, is one of the largest air plane factories in the worid. Having sprung up like magic, this factory is employing 1000 men, including a technical staff of flit engineers, and since their inception they have pro duced JOfia air planes, including fiXO military planes for the Cmted States Army and Navy. They have strong financial backing and are plann ng a large program of c- pansion for. the future. It is, Jwithiif - the range of possibility that the manufacturing of air planes in cities of the pacific coast may equa 1 in lm po rtance to th e west , that of the auto industry of the east. V e have no way to tell how come, nor how important transportation may become to the commercial life, of the nation. In retrospection wo can look back to the development of railroad traiuumi'tatl'on foiw and (fifty years ago. and today 'we see term inal cities which were developed from trtiding posts. . directly due to the influence of terminal trans portation. x On the other hand, wo can Volnt to towns that blind ly slept when the transportation forces knocked nt their door, and today fheyyrenuiin trndiiig posts. Within the last thirty days rep resentatives of our federal gov- ernment came to Medford and tie patches wo also learn that It U the intention of the government to establish upon or near the Pacif c coast a port for super dirigibles. Such a port. we are Informed, would- employ two to three hundred men.
