Tha formal announcement from La Paz waa the first intimation that anything approaching studied military operations was in pro gress. Relations between Paraguay und Bolivia strained fur years be cause of a boundary dispute reach ed a crisis within the past week aa a result of the assault and cap ture of the Dollvian outpost at Vaiuniardla, asserted toy Paraguay to be within her borders. Threat of war was aeen in the situation and the council of the League of Nations sitting at 1-u-gano, the Pan-American conference at Washington and several indi vidual chancellories moved to ef fect mediation.
