Iaiul Kales It will he remembered that up to about six months iiko the total accumulated delinquent land in the district nmounted to about six hundred acres. These delinquen cies had accumulated over n period of years, and were to a certain ex tent lantls that had not been farmed from the Inception of tho district. The non-payment of taxes by these delinquent acres has added each year sn extra cost on those who were faithfully pay ing their share. To carry thru the plan, it was necessary to arrange with the local hanks for sufficient money to clear this land of county taxes, pay title Insurance und cuvv for legal requirements. A credit of $.lu0rt was arranged, however, and we nro happy to report that hut $3000 of this a mull nt has been used. The cost of handling the land has been held to a minimum, and wo are indebted to the county court for cooperation In tho extent of absorbing a good portion of the county taxes which had accumu lated against these properties. ,! 330 Acres Sold The net result of our efforts to date, is the stile nf over 33o acres or the original GOO acres. Most sales have been on a smalt acreage basis, and have been made at an average price of about $37 , per acre. Financially, then, the dis trict will collect, as a result of our efforts to date, about $12,000 from the sale of land, which money will come back to the district treasury as reimbursement of taxes lost to the district in the past few years. In addition we will also Increase our income from tuxes by about SSimiO annually. The hoard of directors have re cently adopted a "Hmall down pay ment plan," which they believe will result In the sale of an addi tional 150 acres within the next 90 days. We ore anxious to get tho balance of this delinquent land back on the tax roll as quickly us possible. The plant adopted culls for $2.00 down, nnd from $2.00 to $3.00 per acre per month, extended over a period nf about two nnd one-half years. These monthly pay ments in addition to taking care of the purchase price of the land also pay water taxes nnd Include InlereHt payment nt 6 percent on the unpaid balance duo lite district on land sold. Ilomls Arc Sold $144,000 of the original author ized bond issue of tho Mrtlfnrd Irrigation District was withheld from the. canal company because of their failure to fully complete tho construction of 'the project as per contract. The withholding of these bunds was contested in court the cftnnl company losing their claim, nnd the court ruling that these bonds were originally created to pay for the complete construc tion of the Irrigation system. The court further ruled that the dlreo tors of the Medford Irrigation Dls- trlct had the right to sell thesp remaining bonds for tho purpose of completing the project. In this connection, it will be remembered that In the spring f 1827 the di rectors, with, the cooperation of local business men, sold $31,000 worth of bonds. Tho money from which was used to line certain ditches. Last spring 1928 the directors authorized the continu ance of bond sales, tin Additional lining was n'essary. He vera 1 ma jor leaku had heen causing consid erable damage to certain proper ties, especially on the east side of the valley, and It become Impera tive that these Ionics be repaired, otherwise the district could not escape large damsge suits. ' A spiling plan was worked out with M. N. llogan of this city, wherein he wan to attempt to dis pone of the remainder of the orig inal unsold Issue. To date nn addi tional $50,000 of bonds have been sold. A very large portion of the bonds placed In the spring of '27 and '21 were absorbed hy the Inrge landowners. We cannot help but foe) that the Interests of the small landholders nre Just nn vital to Ihelr welfare as are the largo In tcrests to the Inrge owners. A thoro and Intelligent discussion of the many phases nnd angles Is out of the question here. The board feels, however, that more Is to be gained by effecting court thn preme cour legal costs, providing however, the settlement would be fair In all respects and would also free the Medford Irrigation District from the domination nf tho ditch com pany, nnd by so doing allow us to administer our own water and all affairs connected wilh It. In this connection it must he remembered that we are now virtually buying water year - by year, In certain specified amounts, to be delivered only at certain specified times. We all have felt the effects, of this situation. Other limiting factors enter also, which do not reflect to our best interest. The board, therefore, as previously stated, de cided thut if possible a compro mise should be effected which would improve our position us an Irrigation district. Atter many lengthy sessions with the Welch Interests, and thru the able assistance of our nttornoy, Porter J. Neff, wo finally arrived at tho terms of a tentative settle ment. The terms however are of such far-reaching conse q u e n c e that the hoard deemed it advisable to call together an advisory com mittee composed of many property owners within the diKttiol. After carefully going over every single Item of expense, we find it Is Inadvisable, to make such a cut this coming year. 1 lease bear In mind that of the total tax of 1G.60 per acre, that $U.50 Is levied under the- head of fixed expense. This money must be used toward retir ing the bonds and paying the In terest. The directors have no Jurisdiction over this part of the levy whatsoever. The balance levied, $6.00, Is for operating pur poses nnd Is subject to reduction, such red uctlons being possible when management efficiency per mits. However,' wo have made what wo feel to be splendid financial headway during the past six months. In ho far as we now have on hand a surplus of about $16,000 as well an $12,000 In unpaid con tracts from the solo of tho pre viously mention delinquent lands. On first thought It might seem that this surplus could be used to lower our yearly taxes. Kventually, such will be the case but this year this surplus money will be used to retire certain loans from the local banks that the directors have had to fall hack upon In pust years. After the retirement of these loans it Is nlso the Intention of the pres ent board to set up and estabMnh an emergency fund Just as any family would expect to set up for itself to be used only In times of stress. Wo feel that such a policy l only sound buslneHs In view of the ever poHslblc chances of major cnnul washouts, flume and syphon troubles, and other, emergencies that a district such as this is ul ways subject to. . Disposal of the delinquent properties, thereby getting them back on the tax roim. (The past year's reduction of delnquent lands will mako Itself fHt In the 1929 income, nnd will amount to about fifty cents per acre per year. b. Reduction In tho cost of maintenance of our ditches as a result nf economies effected thru thn purchase this fall of a large gasoline shovel. ( . J. Concrete lining will result In the elimination of further payment of damage caused by seepnge losses. , Tho directors have had many claims pressed from this cause. - c.
