He has refused consistently to concern himself with legislation of importance to bis district. He declined to have anything to do with the Stanfield O. & C. land grant refund bill and refused even to introduce it in the House until forced to do so. Although the last public build ings bill carried an appropriation of One Hundred and Sixty-nine -Million Dollars, Mr. Ilawley failed to secure u sltiKle dollar of it for bis district, which has not received one postol'l'lce since lftKI. DO NOT CONFUSE THE WAYS AND MEANS WITH THE AP PROPRIATIONS COMMITTEE. The Ways and Means Com mittee has absolutely no juris diction over appropriations of any kind nor over any legisla tion in which this district is Interested. THE ELECTION OF JAMES W.
