Adams, of Eugene, has filed as a candidate for delegate to the pepubHcan national convention to be held at Kansas City in June, from the First congressional district. Mr. Adams was a delegate to the national convention at Chicago in llc.a and secured the first forest road plank ever written In the na tional platform. This plank pledged tiie consideration of the taxable value of the national forests as a controlling factor when considering appropriations for forest roads and trails. Later he accepted the position of secretary to Senator titaufield and there continued his effort for larger appropriations. Since then Oregon has received over six million dollars, or to be exact. $6 847. 73. Ou. of Fed eral money expended on the forest roads of Oregon. Though this fund Is shared by eleven States and two territories Oregon receives about one seventh of the total appropriations. Mr. Adams was also a delegate to the national convention at Cleveland In l'ilT4 and chosen a memlter of the resolutions committee. The chair man named him one of .'.! to write and arrange the platform.. There he second three planks In which Oregon Is vitalh Interested. A continuation of Fed e ml aid for highways: larger appropriations for forest roads; and the consideration of potential tonnage In approving projects for the improvement of harbors. Mr. Adams conceived the method of securinc relief for the O. A O. He also planned and directed the land grant counties and drew the bill that passed Congress without amentdment. He also planned and directed tho campaign before the committee and Congress that re sulted In the passiace of the bill m 1120. These counties have already received over eight million dollars and V'111 receive annually about three quarters of a million until the proceed from sales are suf ficient to refund these advances and leave a residue for distribution ac cording to the terms of the. original act. Mr. Adams was active In the prep aration and passage of the present Federal aid highway law In co-operation with the late Senator Townsend who was the author of the law. J..-. Ada ma 1ms done much good, constructive work for Oregon. H was one. ot the first members of tin Slate Highway Commission anc active during the campaign for the first bond issue in 1917. His com potations were accepted and used by the spenkers throughout the State and time has proven them correct but conservative. TAKES OFF UPON !APE HORN T KIIKPXO, Val., April 17. This was the asser tion here yesterday of Lieutenant Commander Philip V. H. Weem. commander of the naval tanker Cuyama. who ha perfected what he believe 1 a set of navigation instruments for the use of fliers. Plotting a position under ordinary methods takes from IS (o 20 min utes. During the recent visit of Colonel Charles A. Lindbergh. trans-Atlantic filer, to San Diego, Weems ex plained his system to the famous aviator and he said Lindbergh de clared he wished to learn It at the first opportunity, Weems disclaimed any credit for discovery, lie said he merely con densed and simplified the work of other men although the adjustable position plotting board, used In the system, is his own contrivance and he worked out the concise book of tables that is used In daylight "sun shooting." He uses the navy bubble sextant, perfected by K. Hfldlng Kelj of the bureau of standards. This is sighted on the sun or a Mar as easily as an automatic pistol is pointed at a target. He has added a movable second dial td the navy's wrist watch chronometer. In order to shorten time corrections. IS FRUIT PACKER PORTLAND. Ore.. April 17.
