LuKlHlutlon already In In preparation to Klvo effect to tho proposal ol' the prnsluonl n ulr board ror tlio creation of u burunu of elvll aeronautics In the department 'of commerce to promote commercial aviation, along with its recommended expansion of military and naval aviation. Senator lilnKham, republican, of Connecticut, a member of the board, who joined In the unanimous report of its nine members, said today he would introduce a bill giving the gov ernment wider latitude In nidin-s civil aviation than any legislation yet pro posed. A companion bill will be in troduce In the house by Chairman Parker of the commerce committee. At this time, however, it is nbt con templated to include In the aviation provision for an additional assistant secretary In the department to head the biirAan, as recommended by the board, along with its proposal for an other asslstnnt socretary also In both the war and navy department to do Yote themselves primarily to aviation. I Creation of these new offices in the three departments formed the central recommendation of the board in Its program for progressive development of both military and civilian, aviation in the United States. n addition to functioning In their own departments, it would be the duty of the assistant secretaries- "jointly to co-ordinate so far as may be practic able" the aviation activities of the three departments. Seeing no need for drastic change In the present organization of army and navy aviation, the board emphat ically opposed establishment of a de partment of nutlona! defense or unified air service. Until of these proiiosals were endorsed by Colonel William Mitchell in his public criti cism of tile war and navy department administration of aviation, which was a forerunner of President Coolidge's appointment of the board to make an exhaustive study of tile needs of American aviation. find way pet rid v muacutar aatca ana jwim HOW OUTDOOR MEN TREAT MOSCLE-STBAiH Sprains, bruises, rheumatism . also yield to this treatment Outdoor men who do hard muscular work, who undergo exposure and risk of accident every day, know how nec essary it is to give prompt attention to muscle-strain, bruises, sprains and other injuries. Central, Medford, Ore. ri'onc 720 WASHINGTON, pec Armed with a mass of Htatlstics and scientific data, the army chemical warfare Hcrvice haa launched a campaign to nlay a ghost that came back with tho army from Franco. War has boon doclared against the haunting anectro that llngcra in the minds of thouaanda of those who got a whiff of gas "over there," that some day, because of lasting Injury done by gaa to thoir lung tissues, they will fall victim to the dread write plague tuberculosis. This spectre is a .pure figment of fancy, said Major Oonoral Amos Fries, chief of. the chemical warfare service. ' Exhaustive scientific in vestigation during and since the war, General Fries maintains and he marshalled casualty figures and the verdict of British, French "and American doctors to sustain his as sertion has failed to disclose, any case whatever of evil after effects of gassing. Gassed men, he declared, either died or got well; there was and Is no middle ground; no army of malm ed and- crippled sufferers such as bullet and bayonet and shell left in their wake. . General Fries admitted the task he and. the regular reserve officers of tho chemical service have under taken Is a titanic job. He did not attempt to deny that the overwhelm ing verdict' of pubflc ' opinions is against his settled Judgment that gas Is the most humane and at the same time the most effective weapon of war yet devised by man. "It is a big job to convince 110,' 000.000 people, nearly all of whdm think otherwise," General Fries said, "but this is what we are trying to do." In the judgment of the chemical officers, fear of the after effects of gas In the minds of veterans is the most difficult obstacle to overcome la changing the views of these mil lions of people on the general ques tion of using gas In war. Almost everybody, Oenerul Fries pointed out, has ta.ke dwith veterans who sin cerely felt that they had been for ever Impaired physically by reason of a touch of gas. On the possibility that gassing in duces subsequent tuberculosis, the war casualty reports of the Burgeon general aro illuminating. They show that 73 cases of tuberculoids occurred in 1D18 among tho 70,652 men In thes army who Jiad beon gassed, tho rnte per 1000 being 2.45. The an nual rate for troops In Europe that year, other than tho gassed men, was 3.50 and In the following year 4.30. ! ; COUNCIL-BLUFFS HAS COSILY FIRE FIREMEN IN PERIL COUNCIL BLUFFS, iJwa, Dec. 3. (A. P.) A disastrous firo, struck tho business section of Council Bluffs early today, causing a property dam age estimated at moro than il.ooo, 000 In loss to buildings and several hundred thousands of dollars In loss to stock in stores. - Tho firo started in the basement of tho Continental Furniture company when a boiler exploded. J. McManU gal, night watchman nt tho building was badly burned about tho head and body before ho escaped from the burning building. Eighty guests nt the Grand hotel wore safe, but forced to flee In scant attire when : the flames enveloped and later destroyed tho hotel. Their personal property was lost. Eight fire companies from Omaha and Council Bluffs battled the flames and for a time It appeared as If the fire would spread throughout tho entire downtown district. Several Omaha firemen Just missed burial by bricks from a large wall which fell, while others wore en dangered at times by flying embers. At 7 ft. m. tho outlook appeared almost hopeless, as If the flames were hopelessly out of control. Show ers of burning embers wero carried several blocks nnd many house holders, stood guard over their roofs, extinguishing them as they felt. T POI SENT TO MANILA WASHINGTON'. pec. 8.
