PA MS, Oct, 29. (A. P.) Premier
Palnleve's new cabinet must deal with
the annoying situation in Syria, which
is (lectured to have obtulned such a
serious aspect that General Herrall,
the French high commissioner, has
requested fiftei-n thousand reinforce
ments with which to overcome the
attacks of tho natives.
Kven In official circles the silence
of General Surra 11 in reporting com
pletely on the situation has caused
considerable irritation and open criti
cism of him. This Is due to the pre
mler's admission before the chamber
committee on, finance that there were
more than 0000 casualties in last
week's fighting between tho French
and the Lh-uses.
Last night's conference between
Premier l'alnleve and President Dou
mergue dealt with tho advisability of
recalling Karrail. Tho newspapers In
admitting that during tho revolt In
Damascus on October 11 the loss of
life wus heavy and the destruction
great, call for the removal of Hurrail.

The Holders of

To this group our announcement means that the
Company's Preferred Stock has materially ad
vanced in value and favor, and that it will now
be possible to reduce the expense of capital em'
ployed in additions and improvements. Dividends
on the 7 Preferred Stock already issued are of
course not affected by the reduction of the divi

13
Although the net yield of approximately 62
lower than that obtained by earlier investors in
the 75" Preferred Stock, both classes of stock
have equal priority as to assets and earnings,
and the reduction of dividend is a true indication,
of increased value and security.
The Company's obligation to its customers and
the public requires that service shall be rendered
at rates which are just sufficiently clear of the
cosf to leave a fair return for the money invested
in the Company. They are entitled equally with
the stockholders to information about the Com- (
pany's progress, and to the opportunities for in
vestment which it affords.
